COMMISSION MINUTES, JANUARY 22, 2007        

 

The Board of Washington County Commissioners met in regular session on Monday, January 22, 2007, in the commission room at the Washington County Courthouse.  Present: Alison Mueller, 1st District Commissioner, Chairman; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be Monday, January 29, 2007.

 

Don Richardson, custodian, discussed boiler maintenance issues.  A service call was placed to PCI Mechanical Services for repairs.

 

Gene Helms moved to appoint Mary Tate, Linn, to the unexpired regular term on Pawnee Mental Health Services board.  Marcia Funke seconded and motion carried.  Alison Mueller will serve on the board on the alternate position.

 

Becky Pannbacker, Senior Citizens Director, told the board what a great effort that the staff had put forth to bring the organization into the black in 2006.

 

Verle Decker, Hollenberg City Mayor, asked when the two miles into Hollenberg would be placed on the 5 year plan.  Mr. Decker had visited with KDOT officials in Topeka and was told that until that road is placed on the 5 year plan it would not be considered by the state for funding.  The commission will take the matter under advisement and speak with David Willbrant, Public Works Administrator.

 

Lou Kern, County Clerk, presented evaluations for Diana Svanda and Myrna Skrabal and Chairman Mueller signed payroll change notices effective January 1, 2007.  Business qualifying under the Restated and Amended Revitalization Plan will be discussed on January 29.  Attendance at the 12th Judicial District Court Services board meeting last week was discussed.

 

Dan Thalmann, Washington County News Editor, was present when Gary Hatesohl, President, and Les Gauby, member, Washington County Fair Board, spoke with the commission.  President Hatesohl reported that the Washington County Fair will be held August 1 through 4.  There may not be a carnival this year unless the board is successful in finding one.  Entertainment for all ages may be scheduled in place of the carnival.  Car races and a dance are scheduled for Friday night.  Saturday night activities will include a draft horse pull.  The possibility of a beer garden on the big ball diamond is being discussed.  The parade will be Friday and Saturday nights. Washington Fire Department members have expressed interest in operating the beer garden and it was asked that all county fire departments be asked to see if they are interested in participating.  Plans were originally made to eliminate the block bathrooms and add on to the commercial building but the cost estimate was too high.  Other options will be explored. 

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported that KDHE has approved tree plantings at the transfer station.  Gene Helms moved and Marcia Funke seconded to adopt Resolution No. 07-01 abating three solid waste assessment fees.  Motion carried.  Gene Helms moved to adopt Resolution No. 07-02 adding two solid waste assessment fees.  Marcia Funke seconded and motion carried.  Drainage issues were discussed at the transfer station.  Spring Clean Up Days are set for April 27 and 28 from 8:00 A.M. to 4:00 P.M.  There will be a charge for tires and household waste.

 

Sheriff Bill Overbeck reported that the insurance settlement on the Dodge Intrepid was $8,793.50.  Permission was given for Sheriff Overbeck to purchase a 2004 Dodge Intrepid with 30,000 miles on it from a dealer in Tampa, Florida for $8,900.00 plus the cost for two one way tickets to Tampa at a cost of $60.00 each as well as room and meals for the two people driving the car back to Washington County.  Jason Brinegar, County Attorney, and Sheriff Overbeck discussed a resolution recouping jail expense for prisoners at a rate of $35.00 per day pursuant to K.S.A. 19-1930.  Gene Helms moved to adopt Resolution No. 07-03 recouping costs from prisoners on a work release or a job training program.  Marcia Funke seconded and motion carried.

 

The commission approved and Chairman Mueller signed official bond and oath for Kelly Weiche, Kimeo Township Clerk; Joe Wiechman, Lincoln Township Clerk, and Mark Koss, Lowe Township Clerk.

 

Chairman Mueller signed CDBG disclosure report.

 

The board and Jason Brinegar, County Attorney, left at 10:50 A.M. to travel to a fence viewing site in Farmington Township.  Also attending the viewing were Earnest Applegarth and Richard Miller.  The commission will render a decision at a later date.

 

The board adjourned for lunch and reconvened at 1:00 P.M.

 

David Willbrant, Public Works Administrator, gave work report.  Utility permits were received from Southwestern Bell (AT&T) at a site in Franklin Township.  Yearly dues to the Kansas Association of Airports will be paid.  At 1:05 P.M. Gene Helms moved to go into executive session for 15 minutes with David Willbrant to discuss non elected personnel issues. Marcia Funke seconded and motion carried.  At 1:20 P.M. the board returned to regular session. No action was taken.  Holiday pay and overtime pay were discussed.

 

Alison Mueller moved to amend page 15, 5.2, of the current personnel policy to include the following language: “(e) Employees who are required to work on a holiday shall be paid twice their regular rate of pay for the hours worked.”  Gene Helms seconded and motion carried.

 

Don Richardson, custodian, and Rodney Mogge, PCI Mechanical Services, Inc., met with the board to discuss repairs that had been made with the boiler system.  A call was placed to Steve DeBacker at PCI Mechanical Services, Inc.  Marcia Funke moved to hire PCI Mechanical Services to provide updates to the current heating system to include moving the outside thermostat to the north side of the courthouse at a cost of $10,866.00.  Gene Helms seconded and motion carried.

 

Christy L’Ecuyer, Business Coordinator, spoke with the board about the non-metropolitan enterprise zone incentives that the county offers.  Gene Helms moved to adopt Resolution No. 04-07 granting a three year abatement of solid waste assessment fees to Mayberry’s, Inc. under the enterprise zone.  Marcia Funke seconded and motion carried.
