COMMISSION MINUTES, MARCH 5, 2007            

 

The Board of Washington County Commissioners met in regular session on Monday, March 5, 2007, in the commission room at the Washington County Courthouse.  Present: Alison Mueller, 1st District Commissioner, Chairman; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, and Lou Kern, County Clerk.  Absent: Jason Brinegar, County Attorney.

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be Monday, March 12, 2007. 

 

At 8:30 A.M. the Board of County Commissioners, acting as the Board of County Canvassers, canvassed the election results for the February 27 Washington City Primary Election.  Present were Alison Mueller, Marcia Funke, Gene Helms and Kathy Fritz, Deputy County Clerk.  After review of the election returns the Board of County Canvassers found no manifest errors and certified the election results as presented.

 

Gene Helms moved to give $100.00 each to USD #108 After Prom Party and Hanover High School After Prom Party from the alcohol and drug fund.  Marcia Funke seconded and motion carried.

 

The board approved and signed change order nos. 2006-52 through 2006-62.

 

The board met with Christy L’Ecuyer and spoke with Janice Kearn, R.N., County Health Director, via telephone, regarding the Smart Start program. 

 

Gene Helms moved to grant a variance from the Washington County Sanitary Code to allow two households to use the same lagoon on a tract in the SE/4 of Section 25, Logan Township.  Alison Mueller seconded and motion carried.

 

Lou Kern, County Clerk, spoke with the commission about attendance at the Adult Community Corrections/JJA Advisory board meeting on March 2 in Concordia.

 

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on routine maintenance matters.  Duane will be attending a meeting in Topeka on March 6 through 8.  Permission was given to bid on a used baler at the WalMart auction in Fairbury, Nebraska.  The board performed a six month evaluation for Duane Bruna and Chairman Mueller signed payroll change notice effective March 1, 2007.

 

The board signed neighborhood revitalization refunds totaling $2,058.98.

 

The board spoke with Francine Regan, County Appraiser, about change of value notices that have been recently mailed.

 

Marsha Habluetzel, Head Start Director, spoke with the commission about roofing that needs to be done at the Head Start building in Greenleaf.  Head Start serves Washington County children ages 0 through 6.  The roof repair estimates are between $23,000.00 and $24,000.00.  Head Start has $10,000.00 available and asked what the commission could contribute.  It was decided that another estimate would be procured.  Christy L’Ecuyer, Business Coordinator, joined the group and will work on grant funding.  Gene Helms moved to donate $1,000.00 toward the roof repair.  Marcia Funke seconded and motion carried.

 

David Willbrant, Public Works Administrator, gave work report.  An airport advisory board meeting is set for March 19 at 11:00 A.M.  David recommended Cook, Flatt and Strobel for inspection and design of county bridges.  Marcia Funke moved to hire Cook, Flatt & Strobel for bridge design for $86,000.00 and bridge inspection for $12,628.00.  Alison Mueller seconded and motion carried.  Drainage channel maintenance will be performed by the county crew on bridge U-6.9 in Franklin Township.  David was given permission to advertise for full time office help, summer help and truck driver/equipment operator.  Tardiness policy for the Public Works Department was reviewed and approved.  Payroll change notice for James Ouellette was signed by Chairman Mueller, effective March 5, 2007.
