COMMISSION MINUTES, MARCH 26, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, March 26, 2007, in the commission room at the Washington County Courthouse.  Present:  Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Vice Chairman; Jason Brinegar, County Attorney and Lou Kern, County Clerk. Absent:  Alison Mueller, 1st District Commissioner.

 

Vice Chairman Helms called the meeting to order with prayer.

 

The next commission meeting will be Monday, April 2, 2007, at 8:00 A.M.  The commission will adjourn at noon to allow the county clerk to conduct election board worker training for the April 3 city/school election.

 

The board approved bills and payroll totaling $285,872.02.

 

The board signed a letter of support for the Safe Routes to School Program grant application by the City of Washington.

 

The board signed a letter of appreciation to Julie Lambert for the renovation being done at the former Mahaska school building.

 

Don Richardson, custodian, reported on routine matters. 

 

Janice Kearn, R.N., County Health Administrator, estimated that 1145 persons had health fair results drawn.

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine matters.  Gene Helms moved to submit a County Agreement to the State of Kansas for right of way weed control.  Marcia Funke seconded and motion carried.  Items needed at the solid waste department will be included in a regional household hazardous waste grant application.  Marcia Funke moved to adopt the Washington County Solid Waste Management Plan and to set the hearing for public comments on April 2 at 10:00 A.M. in the commission room.  Gene Helms seconded and motion carried.  The board approved demolition requests for three houses in Washington City.  The water wells at the transfer station will be tested on April 3.  The decision will be made as to whether or not to rent or sell the pasture in Grant Township.

 

Julie Lambert, Mahaska, spoke with the board via telephone about a neighborhood revitalization plan.  Christy L’Ecuyer, Business Coordinator, and Jason Brinegar, County Attorney, were also present.

 

The board adjourned at 12:05 P.M. for lunch and reconvened at 12:50 P.M.

 

David Willbrant, Public Works Administrator, was present at the 1:00 P.M. bid opening for the purchase of corrugated metal pipe.  Also present were sales representatives from Welborn Sales; J & J Metal Products, and J & J Drainage Products.  Five bids were received.  Gene Helms moved that all things being in order to accept the low bid of Welborn Sales in the amount of $29,512.42.  Marcia Funke seconded and motion carried.  Permission was given for David to purchase a laptop computer from Dague Computers.  David gave weekly work report.  Permission was given for David to get quotes to purchase a sheep foot for the skid loader and a jumping jack.  Repairs to the vibratory roller will be around $4,000.00.  Roger Parrack has announced his retirement effective July 1.  Five applications have been received for the office assistant position.  Norfolk Contracting has completed the bridge in the Clifton area and the county crew will backfill after the concrete cures.  The bridge in Kimeo Township is being worked on currently and a bridge in Strawberry Township will follow.  The fuel system is down at the airport.
