COMMISSION MINUTES, APRIL 2, 2007        

 

The Board of Washington County Commissioners met in regular session on Monday, April 2, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Chairman; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Mueller called the meeting to order.

 

County offices will be closed Friday, April 6, for Good Friday. 

 

Next regular meeting will be April 9, 2007 at 8:00 A.M.  The board will act as the Board of County Canvassers to canvass the April 3 General Election results. 

 

Don Richardson, custodian, was given permission to contract with Hergott Irrigation for maintenance on the lawn sprinkler system for $195.00.  The board requested that Don take the lawn mower to Oregon Trail Equipment for repairs in the estimated amount of $700.00.

 

The commission acknowledged receipt of a claim from Mary Finlayson pursuant to the Kansas Tort Claims Act and K.S.A. 12-105(b). 

 

Francine Regan, County Appraiser, and the board discussed a contract with Kimble Mapping for GIS rural mapping in the amount of $39,660.00.  Francine is to speak with Mr. Kimble to finalize details of the purchase. 

 

The board approved and Chairman Mueller signed payroll change notice for Diane Walter, Home Health Aide, from full to ¾ time effective April 2, 2007.

 

Sheila Ouellette, Communications Director, spoke with the board about a request from Washington City for dispatch services from 8:00 P.M. to 7:00 A.M. and weekends, being approximately 5,023 hours per year when the city light plant will not be manned.  Compensation amounts were discussed as well as liability issues.

 

Kathy Fritz, Deputy County Clerk, joined the commission as Lou Kern, County Clerk, attended to election matters.

 

Gloria Moore, Tourism Director, reported on activities for March as well as upcoming events.

 

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on routine matters.  At 10:00 A.M. the board opened the floor for comments on the Solid Waste Management Plan.  No appearances were noted.  Gene Helms moved to adopt Resolution No. 07-07 adopting the Washington County Solid Waste Management Plan. Marcia Funke seconded and motion carried.

 

The board called Tom Orazen, Mechanical Engineer, Manhattan, to discuss design of a heating system for the courthouse.

 

David Willbrant, Public Works, Administrator, gave his weekly report.  Chairman Mueller signed the bid award for Welborn Sales Inc., for the purchase of corrugated metal pipe.  Gene Helms moved to accept the quote of Kramer Oil for purchase of fuel.  Marcia Funke seconded and motion carried.  May 10 at 8:00 A.M. will be the time for a demonstration of an asphalt zipper.  Beginning wages for office help were discussed.  At 11:25 A.M. Gene Helms moved to go into executive session for 10 minutes with Jason Brinegar, County Attorney, and David Willbrant, Public Works Administrator, to discussed personnel and attorney/client matters.  Marcia Funke seconded and motion carried.  At 11:30 A.M. the board returned to regular session.  No action was taken. 

 

Lou Kern, County Clerk, returned to the meeting.  Sale of the Grant Township pasture was discussed.  The board requested that Lou Kern, County Clerk, contact local auctioneers for auctioneering fees and expenses regarding a possible sale.

 

There being no further business the board adjourned at 12:00 P.M. to allow the County Clerk to use the commission room for election board worker training.
