COMMISSION MINUTES, APRIL 9, 2007
The Board of Washington
County Commissioners met in regular session on Monday, April 9, 2007, in the
commission room at the Washington County Courthouse. Present: Alison Mueller,
1st District Commissioner, Chairman; Marcia Funke, 2nd
District Commissioner; Gene Helms, 3rd District Commissioner; Jason
Brinegar, County Attorney and Kathy Fritz, Deputy County Clerk.
Chairman Mueller called the
meeting to order.
Next regular meeting will be
April 16, 2007 at 8:00 A.M.
At 8:30 A.M. the Board of
County Commissioners, acting as the Board of County Canvassers, canvassed the
election results for the April 3rd City School General
Election. Present were Alison Mueller,
Marcia Funke, Gene Helms and Kathy Fritz, Deputy County Clerk. The Board flipped a coin to break the tie
for Hanover City Council member between Raymond Wetter and Thomas G.
Scheetz. Raymond Wetter won the tie. Names were drawn from a hat to break a tie
for Mahaska City Council member between James F. Hunt, Rosie Steel and Marcus
Daniels. James F. Hunt and Rosie Steel
were drawn. After review of the
election returns the Board of County Canvassers found no manifest errors and
certified the election results as presented.
Russ Behrends and Robert Holle,
Hanover met with the board to discuss the new fair grounds in Hanover.
Duane Bruna, Noxious Weed and
Solid Waste Director, updated the board on routine matters. Marcia Funke moved to adopt Resolution No.
08-07 abating the 2007 Special Solid Waste Assessment fee for Adam Grover. Gene
Helms seconded and motion carried. The
board signed the resolution. Duane gave
the Board a copy of his certificate stating that he had met the requirements by
the Secretary of Agriculture as Washington County Weed Director under the
Kansas Noxious Weed Law and Regulations.
Bills and payroll were paid
in the amount of $243,062.12.
Traci Hattesohl, Undersheriff
met with the board. Permission was
given by the board to buy Kansas City Royals tickets for the DARE students for
May 10th for $993.00 with funds from the alcohol and drug fund. The DARE Culmination will be held April 30th
at 7:00 P.M. at the Washington County High School.
Marcia Funke moved to accept
the proposal of Orazem & Scalora Engineering, P.A. Manhattan to evaluate
the heating system for the courthouse at a cost of $4,200.00. Gene Helms seconded and motion carried. Chairman Mueller signed the proposal.
The board examined the annual
report for Barnes Township.
The commission acknowledged
receipt of a tort claim from Deward Cummings.
The board acknowledged
receipt from the Department of Health & Environment for renewal permit
requests for Double L Farms and Camp Creek Feedlot in Washington County.
The board spoke with Raymond
Bott on the telephone about selling the 80 acre Grant Township pasture. Gene Helms moved to sell the Grant Township
pasture in the E2 SE4 of 12-03-01.
Marcia Funke seconded and motion carried. Gene Helms moved to sign the
exclusive right to sell contract with Raymond Bott Realty & Auction to sell
the Grant Township pasture on or about June 4, 2007 at the site. Alison Mueller seconded and motion
carried. Gene Helms signed the consent
for release of FSA records for the pasture property.
Francine Regan, County
Appraiser met with the board. Gene
Helms moved to accept the contract with Kimble Mapping for GIS rural mapping in
the amount of $39,660 to be spread over a three year period. Marcia Funke seconded and motion
carried. The board signed the contract.
The board acknowledged
receipt of a sheriff’s sale on May 1st at 10:30 A.M. on the main
steps of the courthouse.
Gene Helms moved to donate
$100 to the Hanover After Prom Party from the alcohol and drug fund. Marcia Funke seconded and motion carried.
David Willbrant, Public Works
Administrator, gave his weekly work report.
Gene Helms moved to accept Vance Bros Inc asphalt-oil quote. Marcia Funke seconded and motion
carried. Chairman Mueller signed a
utility occupancy agreement forms for the City of Greenleaf and Twin Valley
Telephone, Inc. Marcia Funke moved to
accept the offer of Norfolk Contracting, Inc to repair and widen a 16’ x 18’
bridge to a 26’-6” x 18” bridge at Jct 11 Rd & Eagle Rd .1W for $13,729. Alison Mueller seconded and motion
carried. Chairman Mueller signed the
quote. The board asked David to call
Robert Holle about culverts for the new Hanover fair grounds.
At 2:00 P.M. the Public
Building Commission met. Those present
were: Alison Mueller, Marcia Funke,
Gene Helms, Bill Overbeck, Washington County Sheriff, Jason Brinegar, County
Attorney, Jerry Stallbaumer, AHRS General Contractors and Loren Anderson,
Treanor Architects. The commission will
next meet on Monday, May 14th at 2:00 P.M. The meeting adjourned at 2:50 P.M.
Christy L’Ecuyer, Business Coordinator
met with the board and discussed routine matters.

business the board adjourned at 3:07 P.M.
