COMMISSION MINUTES, APRIL 16, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, April 16, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Chairman; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be April 23, 2007 at 8:00 A.M. 

 

Randy Wilkinson, Supported Employment Specialist, Pawnee Mental Health Services, spoke with the board about the supported employment program available through Pawnee to put persons with mental illness back to work.

 

Don Richardson, custodian, was given permission to replace the remaining fluorescent lights in the courthouse at a cost of $67.42 per light with B & W Electric, Hanover, to do the installation.  Permission given for the purchase of energy lights for the District Courtroom from Zabokrtsky’s Hardware at a cost of $168.00 plus labor.

 

John Cyr, North Central Regional Planning Commission Executive Director, spoke with the board about tax credits available for economic development projects.  John will be stepping down as Director but will remain with the organization for another three years.

 

Lou Kern reported on attendance at a meeting of the Adult Community Corrections/Juvenile Justice Authority advisory board meeting.

 

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on routine matters.  Gene Helms stated that the solid waste charges should remain the same for 2008.  A resolution will be prepared for adoption.  Electronic waste recycling, in cooperation with Twin Valley Developmental Services, was discussed with state officials.  No clear cut rules exist at this time as to who to handle confidentiality and security issues.  Marcia Funke moved to adopt Resolution No. 09-07 abating a solid waste assessment fee.  Gene Helms seconded and motion carried.

 

Sheriff Bill Overbeck was given permission to purchase items at a public auction for the jail kitchen.  The board authorized Sheriff Overbeck to sell the 2000 Chevrolet van at private sale for the best price obtainable. 

 

The board examined annual report for Coleman Township.

 

The board signed payroll change notice for Sandra Nutsch as Assistant Secretary for Public Works effective April 16, 2007.  Lou Kern, County Clerk, spoke with the board about pay scale for experienced help.

 

The board acknowledged receipt of public notice and permit application documents concerning Prairie Pork Development LLC.

 

Information for a delinquent tax sale has been forwarded from the Treasurer’s office to Jason Brinegar, County Attorney, for review.

 

The board adjourned at noon for lunch and reconvened at 1:00 P.M.

 

David Willbrant, Public Works Administrator, gave weekly work report.  Personnel issues were discussed.  Six persons have been hired for summer help.  A joint bridge project with Clay County may be done this year if Clay County is agreeable.  A bridge hearing was set for April 30, at 1:00 P.M.  A bridge on the Washington County/Republic County line was discussed.

 

The board adjourned at 2:00 P.M to tour the Washington County Historical Museum.
