COMMISSION MINUTES, APRIL 23, 2007
The Board of Washington
County Commissioners met in regular session on Monday, April 23, 2007, in the
commission room at the Washington County Courthouse. Present: Alison Mueller,
1st District Commissioner, Chairman; Marcia Funke, 2nd
District Commissioner; Jason Brinegar, County Attorney and Lou Kern, County Clerk.
Absent: Gene Helms, 3rd
District Commissioner.
Chairman Mueller called the
meeting to order.
Next regular meeting will be
April 30, 2007 at 8:00 A.M.
The board approved bills and
payroll totaling $193,964.38.
Chairman Mueller signed
payroll change notice for Marci J. Elliott, Treasurer’s office, due to
resignation on April 25 and Shelley Beikmann, LPN, County Health Department,
for part time to full time effective May 1, 2007.
The board approved and signed
change order 2006-66.
Kevin Riddle, 12th
Judicial District Field Services Director, presented the 3 year Comprehensive
Plan for adult community corrections.
Marcia Funke moved and Alison Mueller seconded to sign the Three Year
Comprehensive Plan. Motion carried.
Don Richardson, custodian,
has been using his personal lawn mower to mow county yards.
Ed Henry, Twin Valley
Developmental Services Inc. CEO, presented 2008 budget request. Ed invited the commission to tour the Twin
Valley facilities.
Alison Martin and Danielle
Wieden, Hanover High School FCCLA members, presented the skit that has earned
them top gold in the state competition and qualified them to participate in the
national FCCLA competition in Anaheim, CA, July 7 through 13. The skit revolved around the importance of
recycling and the efforts being made in Washington County. Present were Lisa Zabokrtsky, FCCLA
Advisor; Lawrence and Marsha Martin; Colleen Hillyer; Kathie Otney and Duane
Bruna, Noxious Weed and Solid Waste Director. The commission will donate
$100.00 to assist with the cost of attending the national convention and asked
if the students would film the skit to be shown in area schools and for
education purposes. Duane Bruna spoke
with the board and Jason Brinegar, County Attorney, about the electronic waste
disposal guidelines. A teleconference
is scheduled for Thursday, April 26.
Transfer station hours for the spring clean up days will be from 8:00
A.M. to 4:00 P.M. on Thursday, Friday and Saturday.
Gary May, Rural Lakes Region
Sanitarian, and Debbie Beems, Corporate Secretary, Walthers Oil Co., Inc. met
with the board to discuss sanitation issues at the 15/36 Truck Stop,
Morrowville. A soil test will be done
to determine whether laterals are appropriate and efforts will continue to
correct the problem.
Christy L’Ecuyer, Business
Coordinator, shared materials from the Heartland Economic Development
Conference that she recently attended in Kansas City. Christy asked if the county would be interested in using E-Bay as
a marketing tool. The advertising cost
is $600.00 per month to sell an existing business. Christy asked the board if they had considered establishing a
revolving loan fund to assist new businesses with gap financing. Tax increment financing (TIF) was also
discussed.
The board adjourned at noon
for lunch and reconvened at 1:00 P.M.
David Willbrant, Public Works
Administrator, gave weekly work report.
Chairman Mueller signed payroll change notice for Don Long for 10 years
of service. An issue in Lowe Township
will remain a township issue. David
gave an update on various bridge projects.
Clay County has agreed to move forward with 31-Q.1 on the Clay/Washington Counties line. The bridge hearing on the five year plan is
next week at 1:00 P.M. A bridge north
of Barnes on the Ballard Falls road needs immediate repair and may delay the
deadline for the bridge grant project.
