COMMISSION MINUTES, MAY 7, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, May 7, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Chairman; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be May 14, 2007 at 8:00 A.M. 

 

The board approved bills and payroll totaling $321,867.26.

 

Chairman Mueller signed payroll change notice for Corey Riggs from Deputy II to Deputy III effective May 22, 2007.

 

Undersheriff Traci Hattesohl was present with Debbie Swoboda, Emergency Management Coordinator, when the board reviewed a declaration of state of disaster for Washington County.  Gene Helms moved to adopt Resolution No. 10-07 being a State of Disaster Proclamation due to the May 6 storm damage.  Marcia Funke seconded and m motion carried.

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported on damage to the transfer station, semi and the office at the recycling center.  A claim will be filed with Kastl-Powell Insurance Agency.  The board approved purchase of Tordon, LV6 and Glyphos from Jem Flying.  Duane reported that four tons of electronic waste will be taken to Twin Valley Developmental Services.  45 tons of construction demolition materials and 65 tons of junk iron/white goods were collected during spring clean up days.  The transfer station will accept storm debris from the May 6 storms until May 19 at no charge.

 

The commission asked Christy L’Ecuyer to explore the possibility of establishing a revolving loan program to assist with feasibility studies and other business items.

 

John Macklin, Albright Agency, Winfield, asked the commission to consider other health insurance companies.  It was agreed that each employee will receive a questionnaire to be distributed with the payroll advice sheets. 

 

The County Clerk was given permission to copy two vital statistics books for the Washington County Historical Museum for the cost of copy paper.

 

David Willbrant, Public Works Administrator, reported on storm damage clean up and gave weekly work report.  Traffic devices to slow vehicles will be investigated.  Chairman Mueller signed payroll change notices for Leland Cook for 10 years of service, effective May 13; Calvin Dodds as seasonable laborer effective May 14 and Larry Pape as laborer effective May 14.   Gene Helms moved and Alison Mueller seconded to adopt

a job description for assistant secretary at public works.  Motion carried.  Bids for mowing at the airport will be opened on May 21 at 1:00 P.M.  Bid opening for installation of a garage door at the airport will be June 4 at 1:30 P.M.  The hangar lease at the airport was not signed pending advice from the county attorney.  David gave bridge construction update.
