COMMISSION MINUTES, JUNE 4, 2007
The Board of Washington
County Commissioners met in regular session on Monday, June 4, 2007, in the
commission room at the Washington County Courthouse. Present: Alison Mueller,
1st District Commissioner, Chairman; Marcia Funke, 2nd
District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth
Hiltgen, Assistant County Attorney and Lou Kern, County Clerk.
Chairman Mueller called the
meeting to order.
Next regular meeting will be Monday,
June 11, 2007 at 8:00 A.M.
The board approved bills and
payroll totaling $392,997.70.
Christy L’Ecuyer, Business
Coordinator, spoke with the board about re-instituting a revolving loan fund
for businesses. Republic County is
using a loan through KDOCH is lending at 3.5% below prime interest rate. Greely County is using county money to fund
their revolving loan fund and is setting the rules. Christy has spoken with local bankers to get their input. 920 housing surveys were sent out and 312
have been returned. Christy asked the
board to consider tax rebates for new residential housing as the surveys have
indicated interest. Marcia Funke inquired about the age group and income levels
of persons sending in the surveys.
Christy attended a KDOT planning session to develop a 20 to 30 year
plan. Children’s Cabinet meeting is
June 13 at Mayberry’s. Rep. Sharon
Schwartz may be in attendance.
Gloria Moore, Tourism
Director, updated the board on upcoming events and incoming tours.
Duane Bruna, Noxious Weed and
Solid Waste Director, updated the board on routine matters. The Solid Waste Management Plan must be
reviewed by numerous agencies.
Jerry Fowler, Kirkham Michael
Engineering, spoke with the board about his recommendations for bidding
professional services.
The commission authorized the
use of the courthouse lawn for First National Bank Fall Fest in September and
for Farmer’s Market.
Everett Lutjemeier,
Washington County Hospital Administrator, met with the board. The board will not be able to sign a letter
of guarantee for the issuance of general obligation bonds without a vote of the
people.
Don Richardson, custodian,
reported on routine maintenance matters.
The board signed letters to
two RARP participants.
At 11:25 A.M. the board;
Duane Bruna and Lou Kern traveled to the Grant Township Pasture. At 12:00 noon Auctioneer Raymond Bott sold
the E/2 SE/4 of Section 12, Township 3 South, Range 1 East, to Leland Medearis
for $83,000.00. Gene Helms moved and
Marcia Funke seconded to enter into a contract of sale with Mr. Medearis for
the sale of the property with 10% of the purchase price down and the balance on
or before July 1, 2007. Motion
carried. The group traveled back to Washington.
The board adjourned at 12:40
P.M. for lunch and reconvened at 1:20 P.M.
David Willbrant, Public Works
Director, gave weekly work report. No
bids were received for the 1:00 P.M. bid opening for installation of the garage
door at the airport. The board
authorized David to check with Duane Bruna to see if a garage door can be
bought and installed by the same company that will be used at his
department. The Vining City Mayor has
requested that public works grade the city streets within the city. Due to the fact that Washington County is
not a county road unit system public works will not be able to honor that
request. Structures in Clifton Township
were discussed and are not a priority at this time. Marcia Funke inquired about
some potholes on the north Washington oil.
The board approved a request for
payment of CDBG funds in the amount of $73,250.00.
David Willbrant, Public Works
Administrator, and Christy L’Ecuyer, Business Coordinator, were present when
the commission spoke with Jim Prescott, Keystone Pipeline representative, about
how roads will be handled during construction of the pipeline. Mr. Prescott will get answers and report
back to the board.
