COMMISSION MINUTES, JUNE 11, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, June 11, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Chairman; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Jason Brinegar,  County Attorney and Lou Kern, County Clerk.

 

Chairman Mueller called the meeting to order. 

 

Next regular meeting will be Monday, June 18, 2007 at 8:00 A.M.

 

At 8:27 A.M. Gene Helms moved to go into executive session with Lea Welch, Chief Clerk, 12th Judicial District and Shirley Marrs, Washington County District Court Clerk for 25 minutes to discussed confidential data.  Marcia Funke seconded and motion carried.  At 8:53 A.M. the board returned to regular session.  No action was taken.

 

Word was received that the airplane at the airport will be removed by the end of the week.  A VFW Post has bought the plane from the Air Force Museum and will repair it.  A meeting with local Legion and VFW representatives will be held in the near future to determine an appropriate memorial replacement.

 

Robbin Cole, CEO, Pawnee Mental Health Services and Donna Coufal, board member, presented the 2008 budget request.  Pawnee Mental Health is celebrating 50 years of service.

 

Duane Bruna, Noxious Weed and Solid Waste Director; Roine Tegethoff, County Treasurer; Debbie Swoboda, Emergency Management Director; Janice Kearn, R.N., County Health Director; David Willbrant, Public Works Administrator; Under Sheriff Traci Hattesohl; Jason Brinegar, County Attorney, and Lou Kern, County Clerk met with the commission to discuss the increase in the federal minimum wage that begins on July 28, 2007 and to discuss wages for the 2008 budgets.

 

At the request of Duane Bruna, Noxious Weed and Solid Waste Director, the board approved and signed a letter of support for the grant application by Twin Valley Development Services, Inc. to recycle electronic waste.

 

At 10:35 A.M. Gene Helms moved to go into executive session with Jason Brinegar, County Attorney, and David Willbrant, Public Works Administrator, under the attorney/client privilege for 15 minutes.  Marcia Funke seconded and motion carried.  At 10:55 A.M. the board returned to regular session.  Gene Helms moved to settle the lawsuit with Mary Fuhrken as agreed upon through mediation for $40,000.00 with the county to pay $10,000.00 and the insurance company to pay the balance. Alison Mueller seconded and motion carried.

 

Gary May, Rural Lakes Region Sanitarian, gave quarterly report.

 

David Willbrant, Public Works Administrator, gave weekly work report and reported on attendance at the FEMA meeting last Friday.  The board gave David permission to begin the search for a used dump truck.  David gave an update on bridge projects throughout the county and met with the Mahaska City Mayor on road signage.  Payroll change notice was signed for Joshua J. Turner as seasonal laborer effective June 6, 2007.  Transfer of 25 3/4 hours of earned time from Roger Parrack to Merlin Graves was approved.

 

Marcia Funke moved and Gene Helms seconded to adopt Resolution 12-07 cancelling two checks pursuant to K.S.A. 18-815.  Motion carried.

 

The commission adjourned at noon for lunch and reconvened at 1:00 P.M.

 

Christy L’Ecuyer, Business Coordinator, spoke with the board about the Restated and Amended Revitalization Plan.  At 1:37 P.M. Gene Helms moved to go into executive session with Christy for 10 minutes under the trade secrets and confidential data exception.  Marcia Funke seconded and motion carried.  At 1:47 A.M. Gene Helms moved to extend the executive session for another 5 minutes.  Marcia Funke seconded and motion carried.  At 1:55 P.M. the board returned to regular session.  No action taken.  Airport issues were also discussed.
