COMMISSION MINUTES, JUNE 18, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, June 18, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Chairman; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Jason Brinegar,  County Attorney and Lou Kern, County Clerk.

 

Chairman Mueller called the meeting to order. 

 

Next regular meeting will be Monday, June 25, 2007 at 8:00 A.M.

 

The board approved and paid bills and payroll totaling $523,203.03.

 

The board signed official minutes for May 29 through June 11, 2007.

 

Trent Winter, Chairman; Amy Bott, Nina Meyer and Dee Minge, Washington County Soil Conservation District, asked for a budget increase to $25,000.00 so that the organization could take advantage of increased money through State funding.  The commission will strongly consider the increase.

 

The board received budget requests from Economic Development; County Health; County Treasurer; County Clerk; Election; Sheriff; Jail; Wireless 911; Communications; County Attorney; Emergency Management, and Appraiser.

 

Alison Mueller will resign membership from the Pawnee Mental Health board; Washington County Senior Citizens board and Northeast Kansas Area Agency on Aging board due to job conflicts.

 

Arlene Dague, Washington County Historical Society Treasurer, presented 2008 budget request.

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine maintenance matters.

 

At 10:30 A.M. Marcia Funke moved to go into executive session with Christy L’Ecuyer, Business Coordinator, for 30 minutes under the confidential data/trade secret exception.  Gene Helms seconded and motion carried.  At 11:00 A.M. the board returned to regular session.  No action was taken.

 

Phil Osborne, Vice Chair; Joni Spellmeier, Director, and Heather Ruhkamp, Assistant Director, RSVP, asked for budget consideration in 2008.

 

Dan Thalmann, Washington County News Editor, asked why no gun carry signs are posted in government buildings when the law does not allow any guns in government buildings and discussed his ideas for a veterans’ memorial at the airport.

 

Shirley Marrs, District Court Clerk, presented 2008 budget request.

 

The board adjourned at noon for lunch and reconvened at 1:00 P.m.

 

David Willbrant, Public Works Administrator, gave weekly work report.  David was given permission to bid on a low boy trailer and a dump truck at an auction in Kansas City on June 19.  A letter from Marty Weber was reviewed and discussed.  Neil Bisping advised the board that gravel is needed in his area of the county.  May budget for public works was discussed. 

 

Glenn and Neil Bekemeyer met with the commission, Christy L’Ecuyer, Business Coordinator and Jason Brinegar, County Attorney.  Glenn asked that Jason Brinegar, County Attorney, contact the Bekemeyers’ attorney to discuss a confidentiality agreement.

 

At 2:30 P.M. Chairman Bill Overbeck called the meeting of the Washington County Public Building Commission to order.  Present were Janice Kearn; Jason Brinegar; Bill Overbeck; Gene Helms; Marcia Funke; Alison Mueller; Dan Rowe, AIA, Treanor Architects and Jerry Stallbaumer, AHRS Construction.  Next meeting is set for July 16, 2007 at 2:00 P.M.  PBC meeting adjourned at 3:10 P.M.

 

Everett Lutjemeier, Washington County Hospital CEO, presented 2008 budget request.
