COMMISSION MINUTES, AUGUST 6, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, August 6, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk.   

 

Chairman Mueller called the meeting to order. 

 

Next regular meeting will be Monday, August 13, 2007 at 8:00 A.M. 

 

Sheila Ouellette, Communications Director, and Theresa Herrs, Deputy Director, reported that a presentation on Reverse 911 will be given on Thursday, August 9, at the Communications center.  Reverse 911 allows for multiple simultaneous calling from the communications base.  The purchase of a base radio was approved for $9,465.00 to alleviate problems with pagers and sirens. 

 

The board acknowledged receipt of permit application documents from J-Six Farms for a new swine facility in the SE/4 of Section 6, Township 4, Range 1, Brantford Township.

 

Marcia Funke moved to adopt Resolution No. 15-07 adopting petty cash funds for county departments.  Gene Helms seconded and motion carried.

 

Gloria Moore, Tourism Director, updated the board on meetings and tours attended.  Approval was given to contribute $500.00 to the Flint Hills Tourism Coalition to promote regional tourism.

 

The board requested that Jason Brinegar, County Attorney, monitor road repair procedures for the Keystone Pipeline installation.  David Willbrant, Public Works Administrator, joined the conversation.  David then gave weekly work report.  Chairman Mueller signed payroll change notices for Nathan Schuessler, Austen Stamm and Josh Turner for end of summer employment.  A dump truck bed was purchased for $1900.00 at auction last Saturday.  The commission authorized the issuance of a treasurer’s check to pay for the bed so that it can be picked up.  The board approved hiring Norfolk Contracting to do wing repair on a bridge south of Mahaska if KDOT and FHTA will also approve.

 

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on routine matters.

 

The board met with John Denney, County Auditor, to finalize the 2008 county budget at 75.804 mills.  The public hearing is set for August 20, 2007 at 9:00 A.M. in the commission room of the courthouse.  Copies of the budget are available at the County Clerk’s office and will be published in the Linn Palmer Record, the official county newspaper.  Marcia Funke moved and Gene Helms seconded to adopt Resolution No. 16-07 expressing the property taxation policy of the Board of County Commissioners with respect to financing the 2008 annual budget for Washington County.  Motion carried.
