COMMISSION MINUTES, AUGUST 13, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, August 13, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk.   

 

Chairman Mueller called the meeting to order. 

 

Next regular meeting will be Monday, August 20, 2007 at 8:00 A.M. 

 

The board approved bills and payroll totaling $145,227.34.

 

The board approved and signed official minutes from July 23 through August 6, 2007.

 

Use of the courthouse bathrooms was approved for the First National Bank Fall Fest on September 15.

 

James Mueller, Greenleaf Township Treasurer, met with the board concerning a private citizen digging through a township road to lay a non-permitted pipe.  It is illegal to cut through a public road or right of way without proper permitting through the public works department.

 

Christy L’Ecuyer, Business Coordinator, spoke about the cost of printing business directories.  The board authorized 1,000 brochures to be printed by Newsprint for $741.00 after the information is current.  Christy will be arranging meeting with local employers to meet with the Heartland Works representative to discuss programs available.  Bucher and Willis Engineers are willing to update a work plan for the county airport at a cost of $10,000.00 to $12,000.00.  Christy is to arrange a meeting of the airport board and the commission with Bucher and Willis.  KDOT, Aviation Division, representative, may also be present.  Permission was given for Christy to attend an FAA conference in Overland Park on October 2 and 3 at a cost of $175.00.  Revolving loan fund discussion continued.  Christy submitted a copy of the Greeley County plan and reported that she has spoken with area bankers.  Christy updated the board on business contacts.  The board denied attendance at a grant writing workshop in Leavenworth.  The Smart Start program is moving forward and the steering committee is being formed.  At 11:00 A.M. Gene Helms moved to go into executive session with Christy L’Ecuyer for 5 minutes for personal reasons.  Marcia Funke seconded and motion carried.  At 11:05 A.M. the board returned to regular session.  No action was taken.

 

Gary May, Rural Lakes Region Sanitarian, updated the board on pending and issued permits.

 

Gordon Slater, Allied Information Services, offered to assist the county with the preparation of an E911 grant application for ortho photography. Present were Sheila Ouellette, Communications Director; Debbie Swoboda, Emergency Management Coordinator, and Francine Regan, County Appraiser.  The board authorized the grant preparation with Sheila Ouellette to sign as the certifying official for the county.

 

The board adjourned at 12:10 P.M. for lunch and reconvened at 1:00 P.M. 

 

David Willbrant, Public Works Administrator, gave weekly work report.  The board discussed the requirements for permit easements to be issued through the public works department.

 

At 2:00 P.M. Secretary Marica Funke called a meeting of the Washington County Public Building Commission to order.  Present were Undersheriff Traci Hattesohl; Loren Anderson, representing Treanor Architects; Jerry Stallbaumer, AHRS Construction; Alison Mueller; Marcia Funke, and Gene Helms.  A change order was signed for credit for fence work in the amount of $4,784.00. Gene Helms moved to approve pay application in the amount of $86,697.00.  Alison Mueller seconded and motion carried.  Next regular meeting will be September 10, 2007 at 2:00 P.M.  Public Building Commission meeting adjourned at 2:15 P.M.

 

Undersheriff Traci Hattesohl spoke with the board regarding the recent search effort for Robert Bennett.  The board authorized hiring Orval Jueneman Construction to assist with freeing log jams on Mill Creek in an attempt to locate the body.
