COMMISSION MINUTES, AUGUST 20, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, August 20, 2007, in the commission room at the Washington County Courthouse.  Present:  Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, and Lou Kern, County Clerk.  Absent:  Alison Mueller, 1st District Commissioner and Jason Brinegar, County Attorney

 

Vice Chairman Helms called the meeting to order with prayer.

 

Next regular meeting will be Monday, August 27, 2007 at 8:00 A.M. 

 

Vice Chairman Helms signed payroll change notice for Kristin Inderlied, County Appraiser’s office employee, due to completion of probationary period effective August 16, 2007.

 

Don Richardson, custodian, presented prices for benches made of recycled tires.  No decision made.  The commission reviewed air conditioning duct work placement on the north side of the top floor of the courthouse.

 

The board approved and signed change order nos. 2006-69 and 2006-72.

 

The board approved placement of inflatable games on the courthouse lawn for First National Bank Fall Fest on September 15.

 

At 9:00 A.M. the board opened the floor for comments on the 2008 budget.  Janice Kearn, R.N., County Health Administrator, addressed 2007 and 2008 budget concerns.  Duane Bruna, Noxious Weed and Solid Waste Director; David Willbrant, Public Works Administrator, and Sheriff Bill Overbeck each addressed 2007 and 2008 budget concerns later in the day.  Marcia Funke moved and Gene Helms seconded to adopt the 2008 budget as published.  Motion carried.  Vice Chairman Helms signed an amendment to contract between KDHE and Washington County Health Department for Public Health Emergency Preparedness and Response for the time period 9/106 to 11/30/07 in the amount of $4,578.00.

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine matters.  Duane will be working with Jeff Vogel, State Weed Specialist, Kansas Department of Agriculture, on a biological bindweed control that uses mites.  The research needs to continue for two years to prove effectiveness.

 

The commission spoke with Sheriff Bill Overbeck regarding a bill from David Prachar charging $7500.00 to review a standard operating procedure for the jail. Sheriff Overbeck said that Mr. Prachar is a member of the American Jailers Association and has experience in the State of Colorado jail system.  The board suggested that the Sheriff might check with other Kansas counties as to their jail policy.  Sheriff Overbeck is to check into this and report back in two weeks.  2007 and 2008 jail budgets and jail contracts for housing inmates was discussed.  Boot allowances for law enforcement will follow IRS guidelines and county policy.

 

The board adjourned at 12:15 P.M. for lunch and reconvened at 1:05 P.M.

 

David Willbrant, Public Works Administrator, gave work report and budget report.  Gene Helms moved and Marcia Funke seconded to approve the purchase of gasoline and diesel from Kramer Oil Co. for $20,207.50.  Motion carried.  Trenching/digging across county roads by private entities/individuals was discussed.  Liability issues were also mentioned.  A situation in Greenleaf Township will be mediated this week between the company involved and the county and township officials.  Airport issues were also discussed.
