COMMISSION MINUTES, SEPTEMBER 10, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, September 10, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, and Lou Kern, County Clerk.  Absent:  Jason Brinegar, County Attorney.

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be Monday, September 17, 2007 at 8:00 A.M.

 

The board approved bills and payroll totaling $252,047.03.

 

Don Richardson, custodian, was given permission to buy a used UPS cart for the $35.00 repair cost.  Don reported on other routine matters.

 

Gene Helms moved to approve the appointment of Ronald Laflen as Greenleaf Township Trustee, to fill the vacancy left by the death of Virgil Hatesohl.  Marcia Funke seconded and motion carried.

 

The board approved and signed the official minutes for July 30 through August 27, 2007.

 

Debbie Swoboda, Emergency Management Coordinator, asked to purchase hand out materials to promote October as National Fire Prevention month that the board approved.  FEMA has been meeting with township boards.

 

After review of two bids received for aerial photography, Marcia Funke moved to accept the bid of Allied Information Solutions Inc. for $129,573.00, pending award of state grant funding, due to the fact that the quote includes the monthly recurring costs.  Gene Helms seconded and motion carried.

 

Gene Helms moved to give $240.00 toward expenses in support of a parenting workshop sponsored by Washington County Interagency Coordinating Council from the alcohol and drug fund.  Marcia Funke seconded and motion carried.

 

Homer Naumann called to invite the commission to the American Legion County Council meeting on Sunday, September 16 at 6:00 P.M. at the Linn Legion to discuss airport re-naming and a suitable monument.

 

At 9:00 A.M. bids were opened for the sale of a wooden bench and a metal bench on the courthouse lawn. Four bids were received.  Gene Helms moved to accept the bid of Delma and Anthony Stamm for the metal bench for $152.00 and the bid of Todd Frye for the wooden bench in the amount of $26.65.  Marcia Funke seconded and motion carried.

 

The commission toured the jail facility.

 

Duane Bruna, Noxious Weed and Solid Waste Director, will attend the Kansas State Fair to man the Noxious Weed booth for two days.  Duane reported that a wire stripper will be ordered and spoke of the KDHE grant that has been awarded to Twin Valley Developmental Services, Inc. for regional electronic waste recycling.

 

At 10:15 A.M. the board traveled to the county airport for a meeting with Robert W. Crain, Airport Planner, and Matt Jacobs, Engineer, Bucher, Willis and Ratliff Engineering; George Lilliburton, KDOT, Aviation Division; Dean Lovgren, Dennis White and Eldon Geffert, Airport Advisory Board members; Christy L’Ecuyer, Business Coordinator, and David Willbrant, Public Works Administrator.  Dan Thalmann, Washington County News Editor, was also present.  Discussion centered on the cost of an airport master plan and/or a safety development plan for the airport.  Bucher, Willis and Ratliff will present cost proposals for both plans.  Christy L’Ecuyer will prepare a grant application to KDOT, Aviation Division, to see if there might be grant funding available to assist with the planning costs.

 

The board adjourned at 11:30 A.M. for lunch and reconvened at 12:50 P.M.

 

David Willbrant, Public Works Administrator, gave weekly work report.  Two quotes were received for a concrete garage approach at the airport.  Gene Helms moved to award the bid to Bill Walters for $3,555.00.  Marcia Funke seconded and motion carried.  The board approved and Chairman Mueller signed transfer of 80 hours each of earned time from Scott Jensen and Jeff Uffman to Merlin Graves.

At 2:15 P.M. Chairman Bill Overbeck called the meeting of the Washington County Public Building Commission to order.   Present were Alison Mueller; Marcia Funke, Secretary; Gene Helms; Sheriff Bill Overbeck, and Jerry Stallbaumer, AHRS Construction.  Absent were Janice Kearn and Jason Bringer.  No representatives from Treanor Architects were in attendance.  Jerry Stallbaumer,  presented update on construction schedules.  Change orders were reviewed.  The Public Building Commission adjourned at 3:00 P.M.  Next meeting is October 8 at 2:00 P.M.
