COMMISSION MINUTES, OCTOBER 8, 2007
The Board of Washington
County Commissioners met in regular session on Monday, October 8, 2007, in the
commission room at the Washington County Courthouse. Present: Alison Mueller,
1st District Commissioner; Marcia Funke, 2nd District
Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar,
County Attorney and Lou Kern, County Clerk.
Chairman Mueller called the
meeting to order.
Next regular meeting will be
Monday, October 15, 2007 at 8:00 A.M.
The board approved bills and
payroll totaling $219,416.60.
Marcia Funke moved and Gene
Helms seconded to sign the 2008 contract with Blue Cross and Blue Shield. Motion carried.
Mike Graham, Platinum
Services, asked permission to present information on supplemental disability
insurance to all county employees. The
board will speak with department heads next Monday.
Lou Kern, County Clerk,
reported on attendance at a meeting in Concordia last week of the Community
Corrections/Juvenile Justice Authority advisory board meeting. Russ Jennings, Director of the Juvenile
Justice Authority, spoke to the group about changes in how juvenile/adult
offenders will be dealt with in the future.
Duane Bruna, Noxious Weed and
Solid Waste Director, reported on routine matters.
The board approved and
Chairman Mueller signed official bond and affidavit of sureties for Ronald
Laflen as Greenleaf Township Trustee.
Roine Tegethoff, County
Treasurer, spoke with the board about a draft of the revolving loan
document. Decision on the payroll change notice for Christy
Metz will be given next week.
The board signed changed
change order nos. 2006-81 through 2006-83.
Gloria Moore, Tourism
Director, updated the board on meetings attended and tours given. Linda Craghead will be visiting each county
commission in the Flint Hills Region.
Gloria will serve as a National Tourism Association convention volunteer on November 2 and
7. The Flint Hills photography of Jim
Richardson will be on display in the Courthouse the week of January 14, 2008.
Jason Brinegar, County
Attorney, spoke with the board about surplus property items. At 10:47 A.M. Gene Helms moved to go into
executive session with Jason Brinegar under the attorney client privilege for
10 minutes. Alison Mueller seconded and
motion carried. At 10:57 A.M. the board
returned to regular session. No action
was taken.
Francine Regan, County
Appraiser, spoke with the board about meal allowances while on overnight
travels.
Deb Swoboda, Emergency
Management Coordinator, presented Acceptance of Homeland Security Grant
Equipment. Equipment to be ordered will
be a photo ID system; a Dell laptop computer with software; a Zebra printer,
and miscellaneous other equipment. The
county agrees to pay software maintenance and insurance on the property for
four years. Marcia Funke moved to sign
the agreement. Gene Helms seconded and
motion carried.
Christy L’Ecuyer, Business
Coordinator, asked if the county wanted to pay the $400.00 dues to the National
Association of Counties organization.
The board will pay the dues for 2008.
Christy gave three proposals to the commission from Bucher and Willis
Engineering for airport upgrade recommendations. The commission will review the proposals. Luke Girard from Stanton County airport will
speak with the commission in the near future about upgrades done in Stanton
County. At 11:57 Gene Helms moved to go
into executive session with Christy L’Ecuyer for 5 minutes under the
confidential data/trade secret exception.
Marcia Funke seconded and motion carried. At 12:00 noon the board returned to regular session. No action was taken.
The board adjourned at noon
for lunch and reconvened at 1:00 P.M.
David Willbrant, Public Works
Administrator, gave weekly work report.
Right of way negotiations for a 2008 federal aid project were discussed.
At 2:00 P.M. Chairman Bill
Overbeck called the meeting of the Public Building Commission to order. Present were Jerry Stallbaumer, AHRS
Construction; Dan Rowe, Treanor Architects; Undersheriff Traci Hattesohl, Gene
Helms, Marcia Funke and Alison Mueller.
Change orders were reviewed and approved. The public building commission adjourned at 3:08 P.M. The next meeting was set for Tuesday,
November 13 at 2:00 P.M.
Sheriff Bill Overbeck and
Undersheriff Traci Hattesohl spoke with the board regarding starting wages for
jailers.
