COMMISSION MINUTES, OCTOBER 15, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, October 15, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk. 

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be Monday, October 22, 2007 at 8:00 A.M.

 

The commission signed change order 2006-84.

 

Gene Helms nominated Jim Scheetz, Hanover, to serve the unexpired term on the North East Kansas Area on Aging Agency board.  Marcia Funke seconded and motion carried.

 

Deputy Treasurer Ann Hawk presented financial report as of September 30, 2007.

 

Sheila Ouellette, Communications Director, and Debbie Swoboda, Emergency Management Coordinator, spoke about their attendance at a meeting with Marshall County representatives and the Beatrice, Nebraska ambulance service.  Persons residing in Washington County on the Diller, Nebraska telephone exchange are affected by the changes.  Sheila Ouellette presented pay request for the jail project that Chairman Mueller signed.  Deb Swoboda reported on recent flood levels.

 

Bill Rencin, Hanover, reported that November 13 is the date set for County Government Day.

 

Duane Bruna, Noxious Weed and Solid Waste Director, spoke with the board regarding recycling credits.  Gene Helms moved to re-certify business solid waste assessment fees.  Marcia Funke seconded and motion carried.

 

Christy L’Ecuyer, Business Coordinator, asked if the county could pay half of the expense for Luke Girard, Stanton County airport manager, to visit with them about airport improvements in Stanton County.  The board asked Christy to provide them with a cost estimate.  Christy spoke about putting vacant lots in cities within the county for sale on a website.  Christy asked to hire a person to find out lot dimensions in the cities.  The board asked her to check with each city to be sure what they would be willing to participate and if the cities would be interested in sharing the cost of hiring a person.

 

Lyle Hennerberg, Hollenberg, reported that a sign is missing at 25th and Thunder Road.

 

The board adjourned at noon for lunch and reconvened at 1:00 P.M.

 

David Willbrant, Public Works Administrator, gave weekly work report.  Gene Helms moved to approve a fuel quote from Leiszler Oil for $20,370.00.  Marcia Funke seconded and motion carried.  David may attend a four state conference in St. Joseph, MO.  Some FEMA money has been received.  David reported that he has spoken with Tim Schook, Washington City manager, about the drainage issues on the B Street connecting link in Washington City and Mr. Schook will speak with the city council.

 

The board met with department heads to review a proposed salary guideline policy.  Also discussed was meal allowance for overnight travel.  The board will consider increasing the meal allowance.

 

Sheriff Bill Overbeck presented job description for reserve deputies and jail deputies.

 

Ellen Anderson, Director, 12th Judicial Services Adult Community Corrections and Juvenile Justice Authority, gave adult community corrections year end report and Juvenile Justice Authority outcomes that Chairman Mueller signed.
