COMMISSION MINUTES, JANUARY 16, 2007        

 

The Board of Washington County Commissioners met in regular session on Tuesday, January 16, 2007, in the commission room at the Washington County Courthouse.  Present: Alison Mueller, 1st District Commissioner, Chairman; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be Monday, January 22, 2007.

 

The commission approved payroll in the amount of $47,666.59 and bills in the amount of $128,780.04.

 

The January 9 minutes were amended to state that David Willbrant, Public Works Administrator, reported on progress with A T & T regarding a permit situation at Enosdale.  He has referred another A T & T permit issue to the Farmington Township Board for approval.

 

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on routine maintenance issues.  Duane received notification that he passed the noxious weed applicator’s license.

 

Don Richardson, custodian, presented his evaluation to the board.

 

The board approved and Chairman Mueller signed official bond for Larry Durst, Coleman Township Clerk.

 

The board signed a letter of support for the transportation grant application of Twin Valley Development Services, Inc.

 

The board acknowledged a letter from Jon Snapp tendering his resignation on the Washington County Hospital board.  The board spoke with Everett Lutjemeier, Washington County Hospital Administrator, via telephone, regarding two persons willing to serve the unexpired term.  A decision will be made next week.

 

Shirley Marrs, District Court Clerk, presented inventory for the District Court.  She thanked the board for painting the jury room and asked when the District Magistrate office would be painted.

 

Gayle Hawkins met with the board.  Also present were John McNish, Attorney; Elizabeth Hiltgen, Assistant County Attorney, and Jason Brinegar, County Attorney, via telephone.  Gayle told the board that the lawsuit involving herself, SRS and Progressive Enterprises and Twin Valley Developmental Services Inc. has been denied by the Court of Appeals.  Twin Valley has asked for review by the Kansas Supreme Court.   

 

David Willbrant, Public Works Administrator, was given permission to buy a ripper for $3500.00 from Martin Tractor and a new used oil heater for $7200.00. to replace the heater that cannot be repaired.  Paul Monty, Attorney, inquired as to why telephone easements were denied to county residents.  The permit policy for the county begins at the public works department who signs off on an easement if it involves a county road.  If an easement is requested on a township road the township board gives approval for the easement.  The board approved and Chairman Mueller signed payroll change notice for Dan Zabokrtsky for salary adjustment effective January 1, 2007.  Airport issues were discussed.  Claim forms will be available for damages incurred during the recent Union Pacific Railroad derailment.  Holiday pay was discussed.

 

The board approved and signed payroll change order 2006-43.

 

The board approved and signed neighborhood revitalization refunds in the amount of $72,437.73.

 

At 2:00 P.M. Chairman Bill Overbeck called the meeting of the Washington County Public Building Commission to order.  Present were Bill Overbeck, Chairman; Marcia Funke, Secretary, Gene Helms, Alison Mueller, Janice Kearn. PBC board members; Jason Brinegar, County Attorney; Traci Hattesohl, Undersheriff; Clint and Kelly Stamm; Christy L’Ecuyer, Business Coordinator; Dan Rowe, Treanor Architects; Jay Stallbaumer and Dan Hermann, AHRS Construction, Bern.  Clint Stamm presented a bid sheet that showed the bids for individual components for the new jail facility.  AHRS was the only general contractor to bid construction of the facility at $1,357,000.00.  Discussion revolved around whether to use a general contractor or to use Clint Stamm as project manager.  Chairman Overbeck asked that the PBC board members have time to discuss the issues before making a decision.  After discussion, Alison Mueller moved to award the bid for construction of a jail facility to AHRS Construction, Bern.  Gene Helms seconded.  Motion carried.  Janice Kearn moved that the meeting of the PBC adjourn.  Gene Helms seconded and motion carried.

 

Christy L’Ecuyer and Janice Kearn, R.N., County Health Director, reported that the Smart Start planning grant has been awarded.  A part time employee will be hired under the Marshall County grant.  Office space needs were discussed.  The board approved a scholarship application for Christy L’Ecuyer to pay the expenses of attending an economic development conference in Iowa.  Chairman Mueller asked Christy to provide a monthly report to the commission on economic development progress.

 

The board signed quit claim deeds to L & N Hennerberg Trust for a tract in Franklin Township and to Derek Sand for a tract of land in Hanover City.
