COMMISSION MINUTES, OCTOBER 22, 2007
The Board of Washington
County Commissioners met in regular session on Monday, October 22, 2007, in the
commission room at the Washington County Courthouse. Present: Alison Mueller,
1st District Commissioner; Marcia Funke, 2nd District
Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar,
County Attorney and Lou Kern, County Clerk.
Chairman Mueller called the
meeting to order.
Next regular meeting will be
Monday, October 29, 2007 at 8:00 A.M.
The board approved bills and
payroll totaling $224,428.95.
Permission was given for
Sheriff Bill Overbeck to purchase a Ford Crown Victoria from Kansas Highway
Patrol for $11,000.00. The Tahoe and
Camaro are being sold on the internet at purplewave.com.
Janice Kearn, R.N., County
Health Director, gave a yearly report to the commission acting in their
capacity as the Family Planning Advisory Board. Janice shared a basic drawing for a county health building. The board requested that Janice provide a
cost per square foot estimate. Janice
shared her thoughts on the salary guideline policy.
Duane Bruna, Noxious Weed and
Solid Waste Director, reported that the recycling credit total is $9,809.00 at
this time. Duane spoke of the need to
use those recycling credits next year toward the purchase of used balers for
plastic recycling as a part of the effort to streamline labor and up
efficiency. Chairman Mueller signed
payroll change notice for Gary Danielson due to completion of training period
effective October 22, 2007. Boundary
lines at the transfer station will need to be surveyed by July 2008 due to new
guidelines from KDHE. Household
hazardous waste will be handled by Gary Danielson and Frank Durst. Duane offered his input as to the proposed salary
guideline policy.
The commission signed
official minutes from September 10 through October 15, 2007.
Lou Kern, County Clerk,
presented approximate costs of $90,000.00 over a three year period for the
Infinitec/IBM upgrade of the courthouse computer system in 2008.
Chairman Mueller signed
payroll change notice for Christy Metz effective October 15, 2007.
Larry Goodman, Beaver Creek
Hogs LLC, asked whether his business would receive tax refunds under the
Neighborhood Revitalization Plan and the Restated and Amended Revitalization
Plan when he sells his business. The
commission told Mr. Goodman that the buildings under NRP would cease to receive
refunds and the refunds under the RARP would remain with the property not the
owner.
David Willbrant, Public Works
Administrator, gave weekly work report and monthly budget progress. B Street issues may be discussed at the
November 5 Washington City Council meeting.
Pete Koening, Kansas Rural
Water Association, gave a presentation on GIS services that his organization
has to offer. Present were Francine
Regan, County Appraiser; Debbie Swoboda, Emergency Management Coordinator;
David Willbrant, Public Works Administrator and Jim Scheetz, Hanover City
Councilmember.
Chairman Mueller signed
Hazard Mitigation Grant Plan for $40,342.50 as presented by Debbie Swoboda,
Emergency Management Coordinator.
Christy L’Ecuyer, Business
Coordinator, visited with the board.
