COMMISSION MINUTES, NOVEMBER 5, 2007
The Board of Washington
County Commissioners met in regular session on Monday, November 5, 2007, in the
commission room at the Washington County Courthouse. Present: Alison Mueller,
1st District Commissioner; Marcia Funke, 2nd District
Commissioner; Gene Helms, 3rd District Commissioner, and Lou Kern,
County Clerk. Absent: Jason Brinegar,
County Attorney
Chairman Mueller called the
meeting to order.
No commission meeting was
held on October 29 due to lack of a quorum.
County offices will be closed
on Monday, November 12, 2007 at 8:00 A.M.
Next regular meeting will be Tuesday, November 13, 2007 at 8:00 A.M. County Government Day, sponsored by the
American Legion Council, will commence at 9:00 A.M. on November 13.
The board approved bills and
payroll totaling $129,102.20.
Don Richardson, custodian,
reported that the boiler system has passed inspection. Don introduced Matthew Keller who will be
job shadowing with Don during work study days.
Marcia Funke has resigned her
position on the KCCA Executive Committee due to time constraints.
Charles Friedrichs, Marshall
County Smart Start Director, presented information on the joint Smart Start
grant application to the commission; Beth Woerner; Cindy Kongs, and Janice
Kearn, R.N., County Health Director.
The planning grant is due January 1, 2008. The request for proposal will be out next week. Janice requested that training classes be
held in Washington County and that the steering committee members be involved
in the planning meetings.
Marcia Funke reported that
she has been contacted by residents regarding a possible hog facility in Logan
Township. Gene Helms has been receiving
calls as well.
Duane Bruna, Noxious Weed and
Solid Waste Director, discussed routine matters. Insurance on recycling trailers was discussed. Reduced fees for housing demolition will be
offered next year.
Shirley Marrs, District Court
Clerk, spoke with the board about the use of the Information Network of Kansas
website on the public computers on the 12th Judicial District. A fee would be charged for the public
usage. Shirley asked that the revenue
generated by the fees be placed in a separate account for District Court technology. No decision will be made until the system is
being used. Shirley asked that the 2008
holiday schedule be furnished prior to the re-organization of the county
commission in January.
The board approved and
Chairman Mueller signed official oath and bond for Kent Condray as Clifton
Township Trustee.
Sharon Pierce, Public Works
Secretary, presented public works weekly report in the absence of David
Willbrant, Public Works Administrator.
Marcia Funke moved and Gene Helms seconded to sign a Certificate of
Local Agency to Kansas Department of Transportation on project
101-C-4094-01. Sharon reported that
Mrs. Woodburn has donated her portion of the project. Riley County and Republic County have each closed a shared bridge. Airport issues were also discussed.
