COMMISSION MINUTES, DECEMBER 10, 2007         

 

The Board of Washington County Commissioners met in regular session on Monday, December 10, 2007, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Mueller called the meeting to order.

 

Next regular meeting will be Monday, December 17, 2007 at 8:00 A.M. 

 

The board approved and signed change order nos. 2007-25 through 2007-27.

 

Don Richardson, custodian, reported on routine matters and brought in his inventory.

 

The board reviewed a letter from Judy Sifers, CEO, Kansas Specialty Dog Service, Inc., requesting a waiver of landfill fees for demolition of the former administration building that was approved by the board.

 

Drawings for the veterans’ memorial that have been submitted were reviewed.

 

Marilyn Kolle, Register of Deeds, presented inventory.  Treasurers’ office inventory was submitted.

 

Lou Kern, County Clerk, reported that a telephone call was received from Steve Foutsch regarding tax abatements on the Mahaska housing project.  The commission stated that a previous decision stood that the project was not eligible for abatements due to the reason that the paperwork was not submitted prior to construction.

 

The December 3 minutes are amended to state that Doug McKinney and Debra Ohlde will assume their respective positions for North Central Regional Planning Commission effective April 1, 2008.

 

Sheila Ouellette, Communications Director, presented law enforcement contracts with the City of Washington.  Marcia Funke moved and Gene Helms seconded to enter into the contract for $25,000.00.  Motion carried.  Sheila asked to encumber funds for the purchase of a new telephone system for communications/sheriff/jail for $4600.00 from Pugh Communications and a new computer and printer as required for state communication for $1400.00.  Sheila thanked the board for wage increases during the year.

 

Duane Bruna, Noxious Weed and Solid Waste Director, will visit with each city in the county regarding a disposal plan in the event of a disaster.  Sale of recyclable material netted $314.00 last week.  The solid waste department assembled benches on the courthouse lawn.

 

Melvin Wienck, Lincoln Township Trustee, spoke with the board. 

 

Jason Brinegar, County Attorney, was present as Christy L’Ecuyer, Business Coordinator, discussed a StartUp grant from Network Kansas.  Amendments to the grant agreement were discussed and will be changed.  Christy reported that the Smart Start grant awarded $11,590.00 to 14 daycare providers.  The application for the 2008 Smart Start grant application was reviewed.  Gene Helms moved and Marcia Funke seconded to sign the 2008 Smart Start grant application.  Motion carried.

 

Gary May, Rural Lakes Region Sanitarian, reported on pending and closed permits.

 

David Willbrant, Public Works Administrator, gave weekly work report and bridge grant update.  Ice/Snow removal policy was discussed. Gene Helms moved and Marcia Funke seconded to accept the low bid of United Farmers Cooperative for the purchase of diesel in the amount of $21,600.00.  Motion carried.  Field check for bridge 16-X.2 is scheduled for December 20.  David reviewed November budget progress.  The public works Christmas dinner will be Monday, December 17, at noon.

 

The board adjourned at noon for lunch and reconvened at 1:00 P.M.

 

At 2:00 P.M. Chairman Bill Overbeck called the meeting of the Washington County Public Building Commission to order.   Present were Sheriff Bill Overbeck; Undersheriff Traci Hattesohl; Alison Mueller; Marcia Funke; Jerry Stallbaumer, AHRS Construction, Inc., and Dan Rowe, AIA, Treanor Architects.  Absent were Gene Helms, Jason Brinegar and Janice Kearn.  Opening date has been moved back to mid-January.   Jerry Stallbaumer submitted a list of credits given for changes made.  The PBC meeting adjourned at 2:25 P.M.  Next meeting is January 14, 2008 at 2:00 P.M.
