COMMISSION MINUTES, JANUARY 14, 2008         

 

The Board of Washington County Commissioners met in regular session on Monday, January 14, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk. 

 

Chairman Mueller called the meeting to order.

 

County offices will be closed on Monday, January 21, 2008, to observe Martin Luther King Day.  Next regular meeting will be Tuesday, January 22, at 8:00 A.M. 

 

The board approved bills and payroll totaling $159,557.19.

 

The board signed change order nos. 2007-39 through 2007-41.

 

The commission is invited to attend a meeting of the Washington County American Legion Council on Sunday, January 20 at 6:30 P.M. at the Linn American Legion.

 

Francine Regan, County Appraiser, inquired as to how the salary guideline policy would affect employees that are not being paid at the starting salary of $9.00 per hour.  The board decided that adjustments would not be made until after a new hire or after July, whichever comes first.

 

Ed Henry, CEO, Twin Valley Developmental Services, Inc., presented 2008 contracts.  Marcia Funke moved to sign the contract designating Twin Valley as the Community Developmental Disability Organization (CDDO) and the contract designating Twin Valley as the Washington County Service Provider (CSP) in the amount of $48,000.00.  Gene Helms seconded and motion carried.  Gene Helms moved to appoint Brandon Vering, Greenleaf, to a three year term on the Twin Valley Developmental Services, Inc. board.  Marcia Funke seconded and motion carried.

 

Sheriff Bill Overbeck spoke with the board about jail construction progress.

 

Ted Hartenstein, Wichita, visited with the board.

 

The board acknowledged a letter from Donna Coufal informing them that she would not be able to serve another term on the Pawnee Mental Health board.  The commission is seeking a volunteer that would serve a three year term. 

 

Gene Helms moved and Marcia Funke seconded to sign a lease purchase agreement with First National Bank of Washington in the principal amount of $62,862.00 with an interest rate of 4.42 percent.  Motion carried.

 

Fred Lyons, Haddam, asked the board who controls the water in Washington County when a swine facility is placed within a mile of a residence.  The board told Mr. Lyons that he would need to contact KDHE at the Salina office.

 

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on routine matters.  Marcia Funke moved to adopt Resolution 02-08 cancelling two checks that are over two years old.  Gene Helms seconded and motion carried.  Assessment of solid waste fees on all parcels of land was discussed as well as establishment of categories. 

 

Gary May, Rural Lakes Region Sanitarian, spoke with the board concerning violations in the Washington County Sanitary Code and pending permits.

 

Jason Brinegar, County Attorney, discussed various issues with the board.

 

The board adjourned at noon for lunch and reconvened at 1:00 P.M.

 

David Willbrant, Public Works Administrator, gave weekly work report and December, 2007 budget.  The County/Township meeting is set for February 14 at First National Bank of Washington.  Norm Bowers will be the guest speaker.

 

At 2:00 P.M. Chairman Bill Overbeck called the meeting of the Public Building Commission to order.  Present were Gene Helms, Marcia Funke, Alison Mueller, Bill Overbeck, Undersheriff Traci Hattesohl, and Jerry Stallbaumer, AHRS Construction.  Jerry Stallbaumer gave an update on the jail progress.  Problems with the glass and wiring are to be resolved.  A call was placed to Dan Rowe, Treanor Architects, to discuss the issues to be resolved.  Next meeting is set for February 19 at 2:00 P.M.

 

Commission viewed painting being done throughout the courthouse.  It was decided that the hallway back of the District Courtroom and Judge Monty’s office would be carpeted.  Dusin Carpet is to give an estimate.

 

At 3:15 P.M. the board began reorganization for 2008.  Alison Mueller moved to appoint Gene Helms as the Chairman of the Board for 2008.  Marcia Funke seconded and motion carried.  Alison Mueller moved to appoint Marcia Funke as Vice-Chair for 2008.  Gene Helms seconded and motion carried.

 

Chairman Helms took charge of the meeting.

 

After discussion, Marcia Funke moved and Alison Mueller seconded to adopt the following:

 

1st National Bank, depository for Register of Deeds,

County Treasurer to use all banks

 

Blue Cross & Blue Shield rates – as per contract

 

Mileage rate – 45 cents

 

Meal per diem - $12.00 per meal will no longer be paid for one day trips-employees shall                                         be responsible for their own meal for one day seminars with compensation to be paid through employee          payroll as per IRS regulations.  Purchase of snacks does not constitute a meal and shall be paid by the employee and not charged to the county or on a county credit card.

 

            $30.00 a day for 3 consecutive meals including tips for trips that involve overnight travel.  Purchase of               snacks does not constitute a meal and shall be paid by the employee and not charged to the county or on a             county credit card.

 

Overage of meal allowance will result in employee payroll deductions

 

Boot allowance:  $90.00 once a year to be compensated through employee payroll

 

Wage increases – 25 cents for COLA plus merit for hourly full time and part time employees-adjustments made in salaried wages 

 

Merit raises will be eliminated for 2009.  Evaluations will still be required.

 

Cleaning rate for Sheriff, Undersheriff, Deputies - $10.00 per month
