COMMISSION MINUTES, FEBRUARY 4, 2008         

 

The Board of Washington County Commissioners met in regular session on Monday, February 4, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk. 

 

Chairman Helms called the meeting to order with prayer.

 

Next regular meeting will be Monday, February 11, 2008 at 8:00 A.M. 

 

The board approved bills totaling $163,222.22.

 

The board approved and signed change order nos. 2007-42 through 2007-45.

 

The board examined and confirmed annual reports of Kimeo and Charleston Townships.

 

Alison Mueller moved to appoint Bruce Meyer, Palmer, to a four year term as the non lawyer member on the 12th Judicial District nominating committee.  Marcia Funke seconded and motion carried.

 

The commission received notice that Washington County has been awarded $10,000.00 from the Kansas Department of Transportation, Division of Aviation, for an airport development plan.

 

The board acknowledged receipt of summons in Case No. 2008CV04 and Case No. 2008CV05 and discussed the matter with Jason Brinegar, County Attorney.

 

Undersheriff Traci Hattesohl presented prices for the purchase of two 2008 Dodge Chargers with police packages through the State of Kansas vendor at $21,230.00 each.  Sheriff Bill Overbeck then spoke with the commission about a lease purchase program.  It was decided that it would take at least 90 days for the cars to be delivered and financing would be discussed during that time period.  Sheriff Overbeck spoke with the board about delays in the jail construction that have not been resolved.  The next public building commission meeting is February 19.

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine matters.  Discussion centered on bringing the solid waste fund in with county general.  Duane reported on findings during recent inspection by KDHE.

 

Roger Parrack, Haddam, asked why gravel hauling is not being bid and hauled in the off season rather than the county hauling gravel.

 

At 11:05 P.M. Marcia Funke moved to go into executive session with Jason Brinegar, County Attorney, and Lou Kern, County Clerk, for 5 minutes to discuss non elected personnel.  Alison Mueller seconded and motion carried.

At 11:10 A.M. the board returned to regular session.  No action was taken.

 

Gloria Moore, Tourism Director, reported on events and meeting attended in January.  Upcoming events for February include testifying before the Senate committee on the tourism initiative; attending the Flint Hills Coalition meeting, and other meetings and events.  The straw artist exhibit will be hosted by the Historical Society in March.

 

The board adjourned at noon for lunch and reconvened at 1:00 P.M.

 

David Willbrant, Public Works Administrator, gave weekly work report.  The FEMA kick off meeting is February 13 for the ice storm damage.  911 signage was discussed.  Permission was given for David to buy a new digital camera. David spoke of the need for a used sand blaster and a highway broom.  Potholes on B Street were discussed.
