`COMMISSION MINUTES, FEBRUARY 25, 2008         

 

The Board of Washington County Commissioners met in regular session on Monday, February 25, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Jason Brinegar, County Attorney and Lou Kern, County Clerk.  Absent: Gene Helms, 3rd District Commissioner, due to illness.

 

Vice Chair Funke called the meeting to order.

 

Next regular meeting will be Monday, March 3, 2008 at 8:00 A.M.  The commission, Kathy Fritz, Deputy Clerk and David Willbrant, Public Works Administrator, will meet with the Washington City Council at 7:00 P.M. that evening to discuss B Street repairs.

 

The board approved bills and payroll totaling $225,556.75.

 

Alison Mueller moved to appoint Anita Bott, Palmer, to the unexpired term on the Pawnee Mental Health Board.  Marcia Funke seconded and motion carried.

 

Four designs have been submitted for the veterans’ memorial design at the airport.  Deadline for submission is March 15. 

 

Washington County received $10,085.63 from FEMA form hazard mitigation plan.

 

Francine Regan, County Appraiser, and Lou Kern, County Clerk, spoke with the board about ordering plat books from County Wide Directories.  The company will provide 30 free plat books to the courthouse if the appraisers’ office provides the information.  Change of Value Notices will not be sent until April 1 rather than March 1.  Francine was given permission to check prices on the purchase of a laptop computer.

 

Alison Mueller moved to sign a Proclamation proclaiming April as Fair Housing Month.  Marcia Funke seconded and motion carried.

 

Janice Kearn, R.N., County Health Director, was given permission to price carpeting for the county health building.  Alison Mueller moved and Marcia Funke seconded to sign the FY 2009 grant application for health funding from the Kansas Department of Health and Environment.

 

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on routines matters.  Duane presented two applications for reduced charge applications from Washington City.  Alison Mueller moved to approve the application for reduced charge demolition for a property at 116 East College.  Marcia Funke seconded and motion carried. 

 

Gloria Moore, Tourism Director, updated the board on events attended in February and tours and meetings that she will attend in March.

 

At 11:15 A.M. three bids for the lease purchase of two patrol cars.  Sheriff Bill Overbeck reviewed the bids with the commission.  No decision was made.  The patrol cars are to be delivered in May.  Jail issues were discussed.  A meeting of the Public Building Commission was scheduled for March 3 at 2:00 P.M.

 

The board adjourned at 12:05 P.M. for lunch and reconvened at 1:00 P.M.

 

David Willbrant, Public Works Administrator, gave weekly work report.  Alison Mueller moved to sign Force Account Construction Engineering Inspection Agreement for Project No. 101-C-4094-01.  Marcia Funke seconded and motion carried.  Permission was given for David to attend an auction in Holton on March 5.
