COMMISSION MINUTES, MARCH 24, 2008         

 

The Board of Washington County Commissioners met in regular session on Monday, March 24, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Jason Brinegar, County Attorney and Lou Kern, County Clerk.   

 

Chairman Helms called the meeting to order with a prayer.

 

Next regular meeting will be Monday, March 31, 2008 at 8:00 A.M. 

 

The board will attend the weather watchers’ meeting next Monday, March 31, at the First National Bank, Washington.

 

The board will meet with the airport advisory board and American Legion board members on March 31 at 11:00 A.m. to view drawings submitted for the veterans’ memorial at the airport.

 

The board approved bills and payroll totaling $355,187.40.

 

The board signed change orders 2007-54 through 2007-61 and 2007-63 through 2007-66.

 

Becky Pannbacker, Washington County Senior Citizens Director, presented to the board a report of the meal sites receipts and expenditures. 

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported that a new law may be passed designating jimson weed as a noxious weed in the State of Kansas.  Three from his office will be attending household hazardous waste training in Overland Park this week.

 

The commission spoke with Francine Regan, County Appraiser, regarding certain land classifications.  Francine will check with other county appraisers to see how it is being done in other counties.

 

The board spoke with Roine Tegethoff, County Treasurer, regarding office duties and authorized the hiring of another person.

 

Jason Brinegar, County Attorney, and the board discussed legal matters regarding using county right of way to lay pipes to pump manure.

 

Christy L’Ecuyer, Business Coordinator, and the board discussed various levels and costs of an airport improvement plan.  Grant funding will pay up to $10,000.00 on a 75/25 percent basis.  The simplest plan would cost $10,900.00.  The board asked Christy to check to see when the grant money must be used.  Christy reported that various individuals and corporations are asking for grant funding for business start up.  The board authorized Christy to purchase search engines, one for $99.95 per year for individuals and the other for a month or two at $59.95 per month for corporations.  Also discussed was the KDOT state revolving loan fund that is available.

 

Alison Mueller moved to give USD 108 After Prom Party $100.00 from alcohol and drug fund.  Marcia Funke seconded and motion carried.

 

The board adjourned at 11:55 for lunch and reconvened at 1:00 P.M.

 

David Willbrant, Public Works Administrator, gave weekly work report.  Clay County will provide oil to get the pothole patcher up and going.  A battery back up for the repeater would cost $2100.00.  It was decided not to make the purchase.  Alison moved and Marcia Funke seconded to accept the low bid of King Construction for the federal aid project 4094 with the county share to be $81,310.00.  Motion carried.  Right of way purchases will be made in the near future for project 4376-C-11.8.  KDOT revolving loan fund was discussed.

 

Sheriff Bill Overbeck spoke with the board about progress on jail issues and a date for public open house.
