COMMISSION MINUTES, MAY 12, 2008         

 

The Board of Washington County Commissioners met in regular session on Monday, May 12, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Helms called the meeting to order with prayer.

 

Next regular meeting will be Monday, May 19, 2008 at 8:30 A.M. 

 

The board granted permission for the use of the courthouse lawn on September 20 for Fall Fest sponsored by First National Bank of Washington.

 

Shirley Marrs, District Court Clerk and Lea Welch, Chief Clerk for the 12th Judicial District, visited with the board.  Budget issues were the topic of discussion.

 

Alison Mueller moved to sign a lease/purchase agreement with First National Bank of Washington for $42,681.20 at 4.42% interest for 32 months for the purchase of two patrol cars.  Marcia Funke seconded and motion carried.

 

Marilyn Kolle, Register of Deeds, spoke with the board about computer software that her office needs to access the ORION program.

 

The board discussed the request from the Washington County Fair Board as to the lease/purchase of a building at the fairgrounds.  The board will meet with fair board officials next week at 9:30 A.M.

 

The board signed a payroll change notice for Gary Dusin as a temporary janitor effective May 7, 2008.

 

Andy Maschmann, Collection Associates, Beatrice, Nebraska, met with the board; Jason Brinegar, County Attorney; Undersheriff Traci Hattesohl, and Sheila Ouellette, Communications Director.  Collection Associates works on a contingency basis to collect incarceration fees that inmates in the county jail owe.  Washington County would be the first county in Kansas to use the collection agency for this purpose.

 

Gary May, Rural Lakes Region Sanitarian, spoke with the board concerning pending permits. 

 

David Willbrant, Public Works Administrator, gave weekly work report and discussed various bridge projects.  Chris Adelman, Husker Steel, was also present.  The quote from Husker Steel for bridge W-17.5 is $79,418.00.  Bridge X-16.1 in the vicinity may also be quoted if Riley County is agreeable. 

 

The board adjourned at noon for lunch and reconvened at 1:00 P.M.

 

At 1:00 P.M. three bids were opened for the purchase of signs.  Present was David Willbrant, Public Works Administrator.  It was decided that David would make his recommendation next week.  Marcia Funke moved and Alison Mueller seconded to sign right of way clearance on federal aid project no. 101 C-4376-01.  Motion carried.  The board approved and Chairman Helms signed payroll change notices for Calvin Dodds; Garett W. Edgar; Nathan Schuessler; Steven L. Cozad; Michael Lambert, and Cody Brummett as seasonal summer help.  The airport lease with Gerald Roth for aerial spraying has been approved by the County Attorney.  The veterans’ memorial at the airport was discussed.  The board will accept additional drawings through May.
