COMMISSION MINUTES, JULY 7, 2008         

 

The Board of Washington County Commissioners met in regular session on Monday, July 7, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner and Lou Kern, County Clerk. Absent: Jason Brinegar, County Attorney.

 

Chairman Helms called the meeting to order with prayer.

 

Next regular meeting is scheduled for July 14, 2008 at 8:30 A.M.

 

The commission spoke with Don Richardson, custodian, regarding maintenance issues.

 

Gloria Moore, Tourism Director, gave monthly update.

 

District Court budget was received.

 

Ann Hawk, Deputy County Treasurer, reviewed personnel policy/Family Medical Leave with the board.

 

Chairman Helms signed payroll change notice for Deborah Swoboda effective July 20, 2008.

 

Duane Bruna, Noxious Weed and Solid Waste Director, presented budget requests and spoke of routine departmental matters.  The Marshall County Commission called to discuss the length of time that it takes to get approval from the Kansas Department of Health and Environment and asked if Washington County would be willing to accept construction and demolition materials.  The Washington County Commission will speak with the Marshall County Commission via telephone on Monday, July 14 at 10:00 A.M. to continue discussing the matter. 

 

David Willbrant, Public Works Administrator, gave weekly work report and presented 2009 budget request.  Casey Fraser, Martin Tractor Co., met with David and the commission to present information.  Martin Tractor has a 2006 CAT excavator for sale.  The board authorized David to look into financing options for a possible purchase.  The June 30 minutes shall be amended to state that David Willbrant has inspected the airport runway and it shows minor heaving not needing repair.

 

The commission signed a letter of support for the Enhanced 911 Wireless grant application written by Sheila Ouellette, Communications Director.

 

The board adjourned at 12:30 P.M. and reconvened at 1:00 P.M.

 

Sharon Pierce and Dennis White, Washington County Airport Advisory board members; David Willbrant, Public Works Administrator; Christy L’Ecuyer, Business Coordinator and the commission met with Bradley  Weisenburger, Senior Vice President and Kraig LaRosh, Airport Planner, Bucher, Willis and Ratliff, to discuss the airport improvement plan. 

 

At 2:00 P.M. bids were opened for the sale of a 1999 Ford pickup and a 2002 Crown Victoria.  5 bids were received for the pickup and 3 bids were received for the car.  Alison Mueller moved and Marcia Funke seconded to sell the 1999 Ford pickup to Leland Medearis for $4501.00.  Motion carried.  Marcia Funke moved and Alison Mueller seconded to sell the 2002 Crown Victoria to Jerry Pierce for $602.40.  Motion carried.

 

At 2:40 P.M. the commission placed a call to David Cooper, Attorney with Fisher, Patterson, Saylor & Smith L.L.P., Topeka.  At 2:41 P.M. Alison Mueller moved to go into executive session with David Cooper under the attorney/client exception for 30 minutes.  Motion carried.  At 3:05 P.M. the board returned to regular session.  Alison Mueller move to retain the legal services of David Cooper to write a letter addressing the current concerns with county attorney Jason Brinegar and to further retain Mr. Cooper until such issues are resolved.  Marcia Funke seconded and motion carried.

 

The commission meeting adjourned at 3:30 P.M.
