COMMISSION MINUTES, JULY 14, 2008         

 

The Board of Washington County Commissioners met in regular session on Monday, July 14, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Helms called the meeting to order with prayer.

 

Next regular meeting is scheduled for July 21, 2008 at 8:30 A.M.

 

The board approved bills and payroll totaling $253,277.50.

 

Les Gauby, Washington County Fair Board President, and Ross Mosteller, Ag Agent, presented 2009 fair board budget request.

 

Janice Kearn, R.N.,County Health Administrator, presented payroll change notices that were signed by Chairman Helms.  Chairman Helms signed payroll change notices for the remainder of the county employees for the 50 cent pay raise effective July 20, 2008.  Chairman Helms signed payroll change notice for James Kern due to completion of training period effective July 6, 2008.

 

Alison Mueller moved to adopt Resolution No. 08-08 adopting the 911 rate of 75 cents per line for 2009.  Marcia Funke seconded and motion carried.

 

Duane Bruna, Noxious Weed and Solid Waste Director, Jason Brinegar, County Attorney, and the board discussed a draft Memorandum of Understanding accepting construction and demolition materials from Marshall County.  At 10:20 A.M. the Marshall County Commission called to discuss the draft.  Jason Brinegar, County Attorney, will make the changes to the Memorandum of Understanding as discussed. Later in the afternoon the board reviewed the changes to the Memorandum as well as a resolution accepting out of county construction and demolition materials.  Alison Mueller moved to adopt Resolution No. 09-08 accepting construction and demolition materials from Marshall County, Kansas, not to exceed 1350 ton at a charge of $34.00 per ton.  Marcia Funke seconded and motion carried.  Alison Mueller moved to adopt the Memorandum of Understanding with Marshall County, Kansas, setting out the terms for acceptance of construction and demolition materials by Washington County, Kansas.  Marcia Funke seconded and motion carried.

 

David Willbrant, Public Works Administrator, gave weekly work report and reviewed budget and monthly progress reports.

 

Alison Mueller moved to increase the county mileage reimbursement rate to 48 cents per mile.  Marcia Funke seconded and motion carried.

 

Gary May, Rural Lakes Region Sanitarian, reported on closed and pending permits in Washington County, Kansas.  The board spoke with Daryl Bott concerning a lagoon fencing issue.  The commission decided that the fence needs to comply with the sanitary code.

 

The board adjourned at noon for lunch and reconvened at 1:00 P.M.

 

The board spent the afternoon working on the county budget.
