COMMISSION MINUTES, JULY 28, 2008
The Board of Washington
County Commissioners met in regular session on Monday, July 28, 2008, in the
commission room at the Washington County Courthouse. Present: Alison Mueller,
1st District Commissioner; Marcia Funke, 2nd District
Commissioner; Gene Helms, 3rd District Commissioner, Chairman, and
Lou Kern, County Clerk. Absent: Jason
Brinegar, County Attorney.
Chairman Helms called the
meeting to order with prayer.
Next regular meeting will be
Monday, August 4, 2008 at 8:30 A.M.
The board approved bills and
payroll totaling $284,055.85.
The board requested that the
minutes for July 21 be amended as follows:
“Chairman Helms requested to speak with Jason Brinegar, County Attorney,
after the department head meeting and Mr. Brinegar declined.”
Don Richardson, custodian,
reported on routine maintenance matters.
Permission was given to purchase a blower vac for $155.00 from
Zabokrtsky’s Hardware.
Janice Kearn, R.N., County
Health Director, was given permission for 2 employees to work four, ten hour
days. Their work hours will be from
7:00 A.M. to 5:30 P.M. The office hours
for the Health Department will not be affected.
The board received public
notice from Condray Farms, Inc., that a permit application has been filed for
development of a swine farm for 1800 animal units of swine in the NW/4 of
Section 8, Township 5 South, Range 1 East.
Lou Kern, County Clerk,
presented statistics on the county website usage.
Marcia Funke requested that
the fair board minutes be sent to the county clerk for distribution to all
commission members.
At 12:00 noon Alison Mueller
moved to go into executive session to speak with David Cooper via telephone for
10 minutes under the attorney/client privilege. Marcia Funke seconded and motion carried. At 12:10 P.M. the board returned to regular
session. No action was taken.
The board adjourned at 12:15
P.M. for lunch and reconvened at 1:00 P.M.
David Willbrant, Public Works
Administrator, gave weekly work report.
Culvert issues at Sections 16 and 17 in Independence Township were
discussed. David reported that SEM Materials
has filed for bankruptcy. This will
impact how Washington County will receive road oil. CRS1H is used for tack oil and the pothole patcher and could be
used for sealing oil. The commission
and David then met with David Lauer, V.P. and Rob Roudybush, Construction
Manager, Hall Brothers, Inc. to discuss
options for maintenance of oil roads in the county.
Sheriff Bill Overbeck spoke
the board.
