COMMISSION
MINUTES, SEPTEMBER 22, 2008
The Board of Washington
County Commissioners met in regular session on Monday, September 22, 2008, in
the commission room at the Washington County Courthouse. Present:
Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd
District Commissioner; Gene Helms, 3rd District Commissioner, Jason
Brinegar, County Attorney and Lou Kern, County Clerk.
Chairman Helms called the
meeting to order with prayer.
Next regular meeting will be
Monday, September 29, 2008 at 8:30 A.M.
The board approved bills and
payroll totaling $354,426.33.
Ellen Anderson, Director,
Adult Community Correction, presented year end outcomes for FY 07 and FY09 year
end outcomes for adult intensive services.
Marcia Funke moved to sign the outcome statement. Alison Mueller seconded and motion carried.
Alison Mueller reported on
her attendance at the Flint Hills Coalition meeting last Friday at the Pony
Express Visitors Center and the American Legion Council meeting on September 21
at the Linn Legion. The veterans’
memorial at the airport was discussed.
Alison is to get quotes from Endicott Clay Products.
Christy L’Ecuyer, Business
Coordinator, presented information from her attendance at the Kansas Department
of Transportation meeting in Abilene last week.
Duane Bruna, Noxious Weed and
Solid Waste Director, reported on maintenance issues. He will attend a Kansas Landfill Assn. meeting on Wednesday and a
Kansas Recyclers meeting in Salina on Thursday. Fall is the best time to spray for thistles and bindweed.
The board spoke with David
Willbrant, Public Works Administrator, via cell phone. Public Works department was sealing the
Clifton oil road. A low water crossing
in Washington Township was discussed as were bridge projects. After discussion Alison Mueller moved and
Marcia Funke seconded to purchase a Volvo excavator with 200 hours with thumb
and 42 inch bucket from G.W. Van Keppel Company, Kansas City for
$143,876.00. Motion carried. The board also spoke with Don Heitman, Bank
of Palmer, regarding the lease purchase agreement to buy the excavator. The board spoke with Jason Brinegar, County
Attorney, for review of the lease purchase agreement. Alison Mueller moved to sign the lease purchase agreement with
the Bank of Palmer as amended. Marcia
Funke seconded and motion carried.
The board spoke with Don
Richardson, custodian, and requested that he begin his work day at 7:30 A.M.
starting September 29 unless he would need to report early to move snow.
The commission received the
appraiser annual statistical and procedure compliance review from Kansas
Department of Property Valuation Department indicating that Washington County
failed to meet the minimum standards in the residential subclass of property. The reason for the non compliance issue is
that residential values are not high enough according to the State Property
Valuation Department.
