COMMISSION
MINUTES, OCTOBER 13, 2008
The Board of Washington
County Commissioners met in regular session on Monday, October 13, 2008, in the
commission room at the Washington County Courthouse. Present: Alison Mueller,
1st District Commissioner; Marcia Funke, 2nd District
Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar,
County Attorney and Lou Kern, County Clerk.
Chairman Helms called the
meeting to order with prayer.
Next regular meeting will be
Monday, October 20, 2008 at 8:30 A.M.
Alison Mueller reported on
her investigation of a complaint that she had received about 3rd and
Thunder Roads in Kimeo Township. The
matter was discussed with David Willbrant, Public Works Administrator.
Sheila Ouellette,
Communications Director, reported that by 2011 the FCC will mandate the requirement
that usage of VHF will go from 25mghz to 12.5 mghz and will require a
modification of the license. A plan
will need to be developed to update equipment that is currently in use. Sheila asked the board to consider making
the evening of December 24 a holiday
for those who have to work.
Alison Mueller moved to adopt
Resolution No. 15-08 cancelling outstanding checks that are over two years
old. Marcia Funke seconded and motion
carried.
Duane Bruna, Noxious Weed and
Solid Waste Director, reported that the Public Works department has hauled in
ballast rock at the office area. Schwab
Eaton Engineers estimated that it will cost $4,000.00 to perform the requirements
of a KDHE survey. Duane also reported
on routine maintenance matters.
Christy L’Ecuyer, Business
Coordinator, reported on attendance at monthly meetings and recent business
contacts. A gentleman that is doing a
documentary on rural Kansas will visit the county in early November.
David Willbrant, Public Works
Administrator, gave weekly work report and monthly budget report. Marcia Funke moved to approve the fuel quote
of $21,579.00 from Kramer Oil. Alison
Mueller seconded and motion carried.
Alison Mueller moved to adopt Resolution No. 16-08 endorsing
transportation improvements for Washington County concerning the enactment of
the Kansas Legislature of a new state-wide comprehensive transportation
program. Marcia Funke seconded and
motion carried. Marcia Funke moved to
sign a utility permit with Blue Valley Telecommunications Inc. to lay fiber
optic cable at various locations in Hanover Township. Alison Mueller seconded and motion carried. Marcia Funke moved to enter into a lease
purchase agreement with the Bank of Palmer for the lease purchase of a Volvo
excavator. Alison Mueller seconded and
motion carried.
At 12:05 P.M. Alison Mueller
moved to go into executive session with Jason Brinegar, County Attorney, for 10
minutes to discuss non elected personnel.
Marcia Funke seconded and motion carried. At 12:15 P.M. the board returned to regular session. No action was taken.
