COMMISSION MINUTES, NOVEMBER 3, 2008        

 

The Board of Washington County Commissioners met in regular session on Monday, November 3, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Elizabeth Baskerville Hiltgen, Assistant County Attorney and Kathy Fritz, Deputy County Clerk.

 

Chairman Helms called the meeting to order with prayer.

 

The commission will meet on Friday, November 7 at 8:30 A.M. in their capacity as County Board of Canvassers to canvass the November 4 General Election results.

 

Next regular meeting will be Monday, November 10, 2008 at 8:30 A.M.

 

Steve Joonas, USD 223 Superintendent, met with the board to discuss a school protection zone in Hanover.

 

Harold Jones, Jones Trash Service, met with the board to ask if the rate for hauler fees has been set for next year.

 

Bills and payroll were paid and approved in the amount of $115,596.74.

 

Marcia Funke moved to support McPherson County Commissioner Duane Patrick to represent the North Central District on the Kansas County Commission Association Executive Committee.   Alison Mueller seconded and motion carried.  The commission sent a letter of nomination to the KCCA.

 

Janet Lancaster, Blue Cross and Blue Shield representative told the board that the insurance rates for Washington County declined by 2%.  Alison Mueller moved to sign the 2009 Blue Cross and Blue Shield contract and Advance Insurance renewal summary.  Marcia Funke seconded and motion carried.  Chairman Helms signed the contracts.

 

Bonnie Miller, AFLAC representative, met with the board.  Gene Helms and Alison Mueller signed the necessary paperwork for 2009. 

 

The board adjourned for lunch and reconvened at 1:00 P.M.

 

David Willbrant, Public Works Administrator, met with the board.  David presented quotes for the purchase of grader and snow plow blades and chains.  Eight quotes were received.  Present were Gary Montre, Welborn Sales and Service and Ron Karnes, Berry Tractor.  Alison Mueller moved to accept the low quotes of DC Whole sale for grader and snow plow blades for $24,643.60 and chains from Welborn Sales for $4,294.50.  Marcia Funke seconded and motion carried.  The board approved the purchase of diesel fuel and gas from Kramer Oil for $16,777.50.  Alison Mueller moved to sign the contract for Emergency Relief Federal Aid Construction for project nos. 101C-4447-01 and 101C-4447-02.  Marcia Funke seconded and motion carried.  Alison Mueller moved and Marcia Funke seconded to sign the Authority to Award Contract Commitment of County Funds for project 101C-4376-01.  Motion carried.

 

Elizabeth Baskerville Hiltgen, Assistant County Attorney met with the board and presented the proposed lease for the Palmer tower.  Marcia Funke moved to sign the lease agreement between Kenneth Olson and Washington County for the tower and buildings in the Southeast Quarter of Section 12, Township 5 South, and Range 2 East.  Alison Mueller seconded and motion carried.

 

The commission discussed a newsletter from State Representative Sharon Schwartz regarding concern that the state revenue collections would be 18.9 million dollars less than projected.  This could have a negative impact of 228.2 million in expenditures for the state balance ending FY 2010.  The commission discussed how this may affect Washington County and discussed cost savings plans for the county.
