COMMISSION MINUTES, NOVEMER 7, 2008

 

The Board of Washington County Commissioners met as the Board of County Canvassers on Friday, November 7, 2008, to canvass the November 4, 2008, General Election results.  After canvass of the results as presented, the board found no errors that would affect the outcome of any election results.

 

 

 

 COMMISSION MINUTES, NOVEMBER 10, 2008        

 

The Board of Washington County Commissioners met in regular session on Monday, November 10, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Helms called the meeting to order with prayer.

 

Next regular meeting will be Monday, November 17, 2008 at 8:30 A.M.

County offices will be closed on Tuesday, November 11, 2008, for Veterans’ Day to honor those who served and are currently serving our country.

 

County Government Day is November 17, 2008 at 9:00 A.M.

 

Lou Kern, County Clerk, presented township election results showing that the offices of Coleman Township Trustee and Lincoln Township Trustee have resulted in tie votes.  Gene Herrs and Chad Wurtz received tied votes as Coleman Township Trustee and Melvin Wienck and Neil Richter received tied votes as Lincoln Township Trustee.  Chairman Helms tossed a coin to determine the winners of each race.  The coin toss determined that Chad Wurtz be elected as Coleman Township Trustee and Melvin Wienck be elected as Lincoln Township Trustee.

 

The board received notice from the Kansas Development Finance Authority (KDFA) of the intent to issue Agricultural Development Revenue bond in the estimated amount of $130,000.00, not to exceed $250,000.00, for the acquisition of 157 acres in the Southeast Quarter of Section 7, Township 2, Range 5 East, to be used by the owner/operator, Greg Bruna.

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine maintenance matters.  Surplus property from the courthouse will be transferred to his department.

 

Shirley Marrs, District Court Clerk, and Kim W. Cudney, District Judge, discussed the method for approval of District Court bill approval and payment as the budget is overspent.  Shirley requested that the October 20 minutes be amended to reflect that the Board of County Commissioners spoke with her due to budget shortfalls.  Marcia Funke moved to amended the October 20 minutes to state the above.  Alison Mueller seconded and motion carried.

 

The board spoke with Bev Finlayson, Deputy County Appraiser, in the absence of Francine Regan, County Appraiser, to discuss market values for agricultural and residential sales.

 

The board spoke with Jason Brinegar, County Attorney, regarding enforcement of the Washington County Sanitary Code.  Jason presented an agreement with Eagle Communications.  Alison Mueller moved to enter into an agreement with Eagle Communications granting the tower and building assets to Washington County, Kansas.  Marcia Funke seconded and motion carried.

 

Gary May, Rural Lakes Region Sanitarian, reported that he has not issued or closed any permits in the county in the last month.  Non compliance issues were discussed.

 

David Willbrant, Public Works Administrator, gave weekly work report.  The quote for chains that was awarded to Welborn Sales last week did not meet the bid specifications for USA made hooks.  Welborn is willing to furnish USA hooks for an additional $108.00.  After discussion and advice from Jason Brinegar, County Attorney, the board decided that the chain quotes must be re-bid.  David reported that Cook, Flatt & Strobel Engineering has sent information on school zone signage and that he will also speak with Dale Herschberger, KDOT Regional representative.  Purchase of any used equipment for public works was tabled until after January 1.  Surplus equipment and materials were discussed.  Purchase of used culverts from Annie Excavating and Orval Jueneman Construction will be reviewed when pricing is obtained.

 

The board adjourned t 12:30 P.M. and reconvened at 1:00 P.M.

 

Undersheriff Traci Hattesohl and Communications Director, Sheila Ouellette, met with the board to discussed jail income and expenses.  19 inmates from Sedgwick County are currently being housed.  The October bill to Sedgwick County for housing inmates is $23,040.00 and the estimated expense for October is $20,000.00.  The board will receive monthly updates of income and expenditures.

 

Sheila Ouellette reported that Washington County has received a Kansas Wireless Enhanced 911 grant in the amount of $119,693.00.
