COMMISSION MINUTES, DECEMBER 1, 2008        

 

The Board of Washington County Commissioners met in regular session on Monday, December 1, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney and Lou Kern, County Clerk.

 

Chairman Helms called the meeting to order with prayer.

 

Next regular meeting will be Monday, December 8, 2008 at 8:30 A.M.

 

The board approved bills and payroll.

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine maintenance matters. 

 

David Willbrant, Public Works Administrator, gave weekly work report; bridge update; monthly budget progress and discussed topics for the county-township meeting in February.  The board will attend the annual Public Works dinner on December 15 at noon.  Culvert placement in Brantford Township was discussed.  It was decided that it is not a priority at this time.  Businesses and/or farmers needing longer culverts due to larger equipment will be placed on a list and prioritized.  David will take bids for the purchase of 18” and 24” pipes.  The board approved the installation of new shop doors as was agreed upon previously. 

 

Chairman Helms left the meeting at 10:30 A.M. due to a prior appointment.

 

Debbie Swoboda, Emergency Management Coordinator, asked the board about purchasing lanyards and /or clips to hold the ID badges.  The board authorized using equipment reserve money in the amount of $1621.44. Debbie asked if the board would allow leftover cash in her budget at year end to be transferred to equipment reserve.  She will be attending a Homeland Security meeting on Wednesday.

 

Marcia Funke reported on attending a November 20 meeting of the North Central Region Planning Commission.

 

Ron Nutsch, Charleston Township Clerk, reported that a vacancy exists in the office of Charleston Township Treasurer and recommended that Doug Gerleve be appointed to a four year term.  Alison Mueller moved to appoint Doug Gerleve to a four year term as Charleston Township Treasurer beginning January 1, 2009.  Marcia Funke seconded and motion carried.

 

Christy L’Ecuyer, Business Coordinator, reported on her attending at various meetings.  The Smart Start Program has funding available to child care providers through the Kansas Health Foundation for improving gross motor skills.  Any child care provider needing fencing, playground equipment and any other equipment that would improve gross motor skills of the children is encouraged to contact Regina Blaske at the Marysville Smart Start office.  Christy has volunteered to serve on a panel that recommends revamping the state’s current offering of available incentives.

 

The board will meet with Jason Brinegar, County Attorney, and Elizabeth Hiltgen, County Attorney Elect, on December 8 at 1:00 P.M. to discuss the transition of the office.
