COMMISSION MINUTES, DECEMBER 15, 2008        

 

The Board of Washington County Commissioners met in regular session on Monday, December 15, 2008, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner; Marcia Funke, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Jason Brinegar, County Attorney, and Lou Kern, County Clerk.

 

Chairman Helms called the meeting to order with prayer.

 

Next regular meeting will be Monday, December 22, 2008 at 8:30 A.M.

County offices will be closed Thursday and Friday, December 25 and 26 for the Christmas holiday.

 

The board approved bills and payroll totaling $231,960.48.

 

The board approved and Chairman Helms signed official bond and affidavit of sureties for Gale Wehling, Farmington Township Trustee and Jamie Otott, Linn Township Trustee.  Marcia Funke, Vice Chair, signed official bond and affidavit of sureties for Lowell Meyer, Linn Township Treasurer; John E. Hiesterman, Washington Township Trustee;

and Jim Bruna, Little Blue Township Trustee.  Oath for James M. Mueller, Greenleaf Township Treasurer was approved.

 

Christy L’Ecuyer, Business Coordinator, reported that 3 ads in the Business Expansion Journal would cost $600.00 per ad.  The journal is mailed to 125,000 business CEO’s nationwide.  The board will review the request in 2009.  The board approved the purchase of a new office chair in 2009.

 

Duane Bruna, Noxious Weed and Solid Waste Director, presented the plan for the transfer station from Schwab-Eaton Engineering.  The charge for the preliminary plan was $4,000.00 and may not meet the requirements set for by KDHE so the engineering costs will be higher.  Duane shared information on the cost of recycling glass.  The commission approved an advertisement to be placed in the county newspaper that asks county residents for help in keeping the recycling area clean.

 

Marcia moved and Alison Mueller seconded to enter into a contract with Lindburg, Vogel, Pierce, Faris, Chartered for auditing services for the 2008 year and preparation of the 2010 budget.  Motion carried.

 

Gene Helms left the meeting at 10:30 A.M.

 

Sheila Ouellette, Communications Director, spoke with the board regarding the 911 equipment update.  Sheila will meet with the board on December 31.

 

Janice Kearn, R.N., County Health Director, told the board that Saline County will no longer be the parent county for WIC and Cloud County has agreed to be the parent county.  Janice has signed an agreement with Mary Kaye Sherlock for dietician services through the WIC program.

 

The board met with department heads for the monthly meeting.  The board requested that all employees use personal cell phones at break time and lunch time only and that itemized telephone bills and meal tickets be submitted to the clerk’s office for payment.  Purchasing Norton Anti-Virus in 5 and 10 packs was discussed.  Lou Kern, County Clerk, mentioned lack of cooperation from employees during the recent AFLAC enrollment time. 

 

David Willbrant, Public Works Administrator, gave weekly work report and monthly budget update.  Husker Steel has used beams for sale for half price.  It was decided not to purchase the steel beams at this time.  Ball & Sons Movers has used guard rail for sale at $2.00 per foot.  The board authorized David to purchase what he needs.  Bridge no. 4094 is done except the paperwork and project no. 4376 west of Haddam is due to begin this week.

 

Jason Brinegar, County Attorney, spoke with the board and David Willbrant, Public Works Administrator, on township issues.  Jerry Long, Clifton, visited with David and the commission regarding a road issue on the Grant/Coleman Township line.  At 1:30 P.M. the board opened bids for the purchase of corrugated metal pipe.  Five bids were received.  Alison Mueller moved that all things being in order to accept the low bid of DC Wholesale, Concordia, for $11,754.00.  Marcia Funke seconded and motion carried.
