COMMISSION MINUTES, DECEMBER 28, 2009          

 

The Board of Washington County Commissioners met in regular session on Monday, December 28, 2009, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.        

 

Chairman Mueller called the meeting to order

 

County offices will be closed on Friday, January 1, 2010, for New Years’ Day.

 

The next regular meeting will be Monday, January 4, 2010 at 8:30 A.M.

 

The board approved bills and payroll totaling $105,312.20.

 

The board approved and signed change order 2009-64.

 

The board approved and signed official minutes for December 7, 14, and 21, 2009.

 

Don Alldredge, custodian, spoke with the board about the need for a new snow blower, sinks and stools.  Don is to get prices for the snow blower and stools.  A utility sink is to be bought from Zabokrtsky Hardware for the basement ladies bathroom.  Don is to get prices for a regular sink.  Gene Helms moved to adopt Resolution No. 21-09 transferring $1500.00 Janitor department funds to Multiuse Equipment Reserve fund.  Roger Otott seconded and motion carried.

 

Lou Kern, County Clerk, discussed computer needs and election software needs for her office.  Gene Helms moved to transfer $2,000.00 County Clerk department funds to Multiuse Equipment Reserve fund.  Roger Otott seconded and motion carried.

 

Duane Bruna, Noxious Weed and Solid Waste Director, presented 2009 inventory for noxious weed and solid waste departments and discussed long term maintenance issues with the board.  Roger Otott moved to adopt Resolution No. 23-09 transferring $5,000.00 Vegetation Management funds to Noxious Weed fund.  Gene Helms seconded and motion carried.  Gene Helms moved to adopt Resolution No. 24-09 transferring $10,000.00 Solid Waste department  funds to Multiuse Equipment Reserve Fund and Resolution No. 25-09 transferring $5,000.00 Solid Waste department funds to Multiuse Capital Improvement Reserve fund.  Roger Otott seconded and motion carried. 

 

David Willbrant, Public Works Administrator, gave weekly work report.  The board discussed snow removal complaints with David.  Budget was also discussed.  Roger Otott moved to adopt Resolution No. 26-09 transferring $300,000.00 Road and Bridge department funds to Multiuse Capital Improvement Reserve fund for asphalt road repairs and Resolution 27-09 transferring $175,000.00 Road and Bridge department funds to Special Road Bridge Machinery Fund.  Gene Helms seconded and motion carried.

 

Sheila Ouellette, Communications Director, discussed long terms needs in her department.  Roger Otott moved to adopt Resolution No. 28-09 transferring $6,000.00 Communications/Dispatch department funds to Multiuse Equipment Reserve fund.  Gene Helms seconded and motion carried.  The board approved the transfer of 400 hours of earned time from Scott Miller to Monica Dusin to be used as needed or required. 

 

Roger Otott moved to adopt Resolution No. 29-09 transferring $20,000.00 Sheriff department funds to Multiuse Equipment Reserve fund.  Gene Helms seconded and motion carried.

 

The board recessed at 12:10 P.M. and reconvened at 1:00 P.M.

 

Elizabeth Hiltgen, County Attorney, was present when Shirley Marrs, District Court Clerk, met with the board to discuss 2009 budget items.

 

Debbie Swoboda, Emergency Management Coordinator, reported that the declaration of local disaster was approved for the December 14-16 snow storm. Debbie will look into funding for public works base and handheld radios.  Gene Helms moved to transfer the LEPC grant fund in the amount of $1761.68 to Multiuse Equipment Reserve fund.  Roger Otott seconded and motion carried.  

 

Harry Jones spoke with the board about the need for keeping roads open to feed livestock.  Washington City Mayor Jones also spoke with the commission about ambulance funding for the City of Washington.

 

Christy L’Ecuyer, Business Coordinator, presented inventory for her office.  Gene Helms moved and Roger Otott seconded to adopt Resolution No. 31-09 transferring $1,500.00 Economic Development department funds to Multiuse Equipment Reserve fund.  Motion carried.

 

Roger Otott moved and Gene Helms seconded to adopt Resolution No. 32-09 transferring $2,000.00 County Attorney department funds to Multiuse Equipment Reserve fund.  Motion carried.

 

Ann Hawk, County Treasurer, and Karen Scheele, Deputy, spoke with the board about the lack of support that will be given from the State to maintain equipment.  Gene Helms moved to adopt Resolution No. 33-09 transferring $5,000.00 Treasurer department funds to Multiuse Equipment Reserve fund.  Roger Otott seconded and motion carried.

 

At 3:00 P.M. Gene Helms moved to go into executive session for 10 minutes with Ann Hawk, County Treasurer; Karen Scheele, Deputy and Lou Kern, County Clerk, to discuss non elected personnel.  Roger Otott seconded and motion carried.  At 3:10 P.M. the board returned to regular session.  No action was taken.
