COMMISSION MINUTES, JANUARY 4, 2010          

 

The Board of Washington County Commissioners met in regular session on Monday, January 4, 2010, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Chairman; Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.        

 

Chairman Mueller called the meeting to order

 

The next regular meeting will be Monday, January 11, 2010 at 8:30 A.M.

 

The board approved and signed change order 2009-65.

 

Don Alldredge, custodian, presented quotes for a eight horsepower, 26 inch snow blower.  Quotes were requested from Bruna Implement; Oregon Trail; Kuhlman’s, and Andy’s Hardware.  Permission was given for Don to purchase the snow blower from Bruna Implement for $759.00 being the low quote.  The board will offer the current snow blower for sale by sealed bid.  Permission was also given to purchase an American Standard Cadet 3 stool for $175.00 from Zabokrtsky’s Hardware.

 

Francine Regan, County Appraiser, was given permission to purchase two complete computer systems for her office. A combined purchase for all offices requiring computer updates will be ordered from Dague Computers.

 

The board approved and Chairman Mueller signed 2010 cereal malt beverage license for Cedar Hills Golf Course.

 

The board approved renewal of the annual fee to the Kansas Association of Community Foundation for $150.00.

 

The board approved and Chairman Mueller signed payroll change notice for Scott Miller, Deputy, correcting the resignation date to December 31, 2009, as requested by Sheriff Bill Dickson.

 

Gloria Moore, Tourism Director, gave monthly update of activities.

 

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on routine maintenance matters.

 

The board placed a call to Phil Wolfe, bond counsel attorney.

 

David Willbrant, Public Works Administrator, gave weekly work report and reported on snow removal efforts.  David offered suggestions for improving snow removal.

 

At noon the commission, Elizabeth Hiltgen, County Attorney, and Lou Kern, County Clerk, traveled to the Washington County Hospital to meet with the hospital board members.  The hospital board asked the commission for a letter of support for a pre-application to USDA Rural Development and asked that the commission set a mill levy for hospital funding rather than the current appropriation. 

 

Meyler Gibbs, Washington City Council member, spoke with the commission regarding city ambulance services and funding.

 

John Denney, Lindberg, Vogel, Pierce, Faris, Chtd., county auditors, spoke with the board via telephone on auditing matters.

 

Gene Helms and Roger Otott will travel to Topeka on January 13 for a meeting of other county officials with Tony Folson, Acting Director of Property Valuation, regarding the Keystone Pipeline exemption.

 

Randy Latta spoke with the board about a perpetual easement over the North 60 feet of Lot 31 that the commission will ask Elizabeth Hiltgen, County Attorney, to prepare.

 

Debbie Swoboda, Emergency Management Coordinator, was given permission to purchase a laser printer from Central Office Supply, Clay Center, for $340.00.  The need to appoint an alternate Emergency Management Coordinator was discussed.

 

Sheriff Bill Dickson presented city/county law enforcement agreements with Washington City.  Roger Otott moved and Gene Helms seconded to sign the contract with Washington City to provide an average of 15 hours per week extra patrol hours at a yearly fee of $15,000.00.  Motion carried.  At 2:20 P.M. Gene Helms moved to go into executive session with Sheriff Dickson for 10 minutes to discuss non elected personnel.  Roger Otott seconded and motion carried.  At 2:30 P.M. the board returned to regular session.  No action was taken.  Sheriff Dickson asked that a new job title be added to his department under part time employees.  It would establish an Officer in Charge specifically Sheriff designated job description.

 

The commission spoke with Elizabeth Hiltgen, County Attorney, and Phil Wolfe, Bond Counsel Attorney regarding hospital revenue bonds and the role that the county commission would play in the issuance of the revenue bonds.  The board then placed a call to Everett Lutjemeier, Washington County Hospital Administrator.
