COMMISSION MINUTES, JANUARY 11, 2010

The Board of Washington County Commissioners met in regular session on Monday, January 11, 2010, in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1^st District Commissioner, Chairman; Roger Otott, 2^nd District Commissioner; Gene Helms, 3^rd District Commissioner; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.

Chairman Mueller called the meeting to order

County offices will be closed on Monday, January 18, 2010 to observe Martin Luther King Day. The next regular meeting will be Tuesday, January 19, 2010 at 8:30 A.M.

The board approved bills and payroll totaling $517,902.60.

The board signed December 21 and December 28, 2009 and January 4, 2010 minutes.

The board approved and signed change order 2009-65.

Don Alldredge, custodian, reported that the new snow blower has been delivered. The John Deere snow blower will be transferred to the Noxious Weed and Solid Waste Department and will not be offered for sale. Don is to serve as the Alternate Emergency Management Coordinator in the absence of Debbie Swoboda. Permission was given for the Fire Department to do an evening exercise in the courthouse on February 8. Sinks and faucets will be ordered for the downstairs ladies’ bathroom.

Duane Bruna, Noxious Weed and Solid Waste Director and the board discussed maintenance issues. Duane and Larry Leck will attend a seminar in Great Bend on March 1 through March 4.

Sheriff Bill Dickson received a bill from North Central Kansas Juvenile Detention Facility, Junction City and inquired as to whom is responsible for payment. The commission will pay the $3,000.00 due this year in quarterly payments of $750.00. Sheriff Dickson introduced Heath Todd, Marysville, as the new full time deputy. Chairman Mueller signed payroll change notice effective January 19, 2010.

Gary May, Rural Lakes Region Sanitarian, reported that he had written 16 permits in Washington County for 2009.

David Willbrant, Public Works Administrator, gave weekly work report. Snow removal took up a major portion of the work week. Alison Mueller received a thank you for snow efforts on the Trinity road and Roger Otott received thanks for work done on the north Washington oil. Gene Helms moved to accept the low quote of Leiszler Oil for $2.5923 per gallon for 50/50 diesel. Roger Otott seconded and motion carried. The fuel system is currently not working at the airport. The board will put the haying and mowing at the airport up for bids. The board approved and Chairman Mueller signed payroll change notice for Todd Hughes as equipment operator 1, effective January 19, 2010. David asked that Richard Hinkle and Joe Meier receive raises as equipment operator 1. No decision was made.

The board recessed at 12:10 P.M. and reconvened at 1:00 P.M.

At 1:00 P.M. the board began reorganization for 2010.

Alison Mueller moved and Roger Otott seconded to appoint Gene Helms as County Commission Chair for 2010. Motion carried. Roger Otott moved and Alison Mueller seconded to appoint Alison Mueller as Vice Chair for 2010. Motion carried.

Alison Mueller moved and Roger Otott seconded to adopt the following for 2010:

1^st National Bank, depository for Register of Deeds,

County Treasurer to use all banks

Blue Cross & Blue Shield rates – as per contract

Mileage rate – 48 cents

Meal per diem - $12.00 per meal for one day trips-employees shall be responsible for their own meal for one day seminars with compensation to be paid through employee payroll

$30.00 a day for 3 consecutive meals including tips for trips that involve overnight travel

Overage of meal allowance will result in payroll deductions

Boot allowance: $90.00 once a year to be compensated through employee payroll

Wage increases – -0- cents COLA

Merit raises are eliminated for 2010

Cleaning rate for Sheriff, Undersheriff, Deputies - $10.00 per month
