COMMISSION MINUTES, JANUARY 25, 2010          

 

The Board of Washington County Commissioners met in regular session on Tuesday, January 25, 2010, in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Chairman; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk.        

 

Chairman Helms called the meeting to order with prayer.

 

The next regular meeting will be Monday, February 1, 2010 from 8:30 AM. until noon only.

Nola Dusin will be sworn in as Register of Deeds at noon on February 1, 2010.

The board and Lou Kern, County Clerk, will leave for Topeka at noon to attend a 3:00 P.M. meeting with Proeprty Valuation Department and State representatives to discuss the Keystone Pipeline exemption.

 

A farewell open house to honor Marilyn Kolle, Register of Deeds, who is retiring after 30 years of service,   is scheduled for Friday, January 29 from 2:00 P.M. to 4:00 P.M. on the main floor of the courthouse.

 

The board approved and paid bills and payroll totaling $373,621.26.

 

The board examined annual report for Coleman Township.

 

 Don Alldredge, custodian, reported on maintenance matters. 

 

Alison Mueller moved and Roger Otott seconded to appoint Jennifer Dague to a term on the Washington County Hospital board.  Motion carried.

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported on routine matters.  Electrical upgrades are needed at the transfer station.  Asphalt millings will be purchased for the driveway at the office. 

 

Christy L’Ecuyer, Business Coordinator, gave monthly update.  The soybean plant hopes to open by the end of February.  Christy has been working with Twila L’Ecuyer on the Specialty Crop grant through Farm Bureau.  The first meeting is scheduled for February 6 at First National Bank with lunch provided.  The Linn Housing project has received tax credits.

 

David Willbrant, Public Works Administrator, reported that the county has turned in $113,000.00 cost estimate for snow removal efforts to FEMA.  Gene Helms reported problems on south Linn.  Projected sites for bridges for the CDBG grant application were reviewed.

 

Tom Parker, Washington County News editor, inquired about progress on the veterans’ memorial.

 

Elizabeth Hiltgen, County Attorney, and the board met with Everett Lutjemeier, Washington County Hospital Administrator, to inquire as to what bonding route the hospital is taking for construction of a new hospital.  Everett reported that the hospital board is in favor of revenue bonds that do not obligate taxpayers to the debt payment.

The hospital board will need to sign a contract with Piper Jaffray in order to begin the bonding process and to work with the USDA for funding support.
