COMMISSION MINUTES, FERUARY 1, 2010

The Board of Washington County Commissioners met in regular session on Monday, February 1, 2010, in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1^st District Commissioner, Roger Otott, 2^nd District Commissioner; Gene Helms, 3^rd District Commissioner, Chairman and Lou Kern, County Clerk. Absent: Elizabeth Hiltgen, County Attorney, due to trial matters.

Chairman Helms called the meeting to order with prayer.

The next regular meeting will be Monday, February 8, 2010 at 8:30 AM.

Upon recommendation of the Logan Township board members, Alison Mueller moved and Roger Otott seconded to appoint Kathy Simmons to the unexpired term as Logan Township Treasurer. Motion carried. The board approved and Chairman Helms signed official bond and affidavit of sureties for Kathy Simmons as Logan Township Treasurer.

Rural fire department volunteers will do a walk through in the courthouse on February 8 in the evening.

The board approved and signed change order no. 2009-69.

The commission received certified notice from Ohlde Farms Inc. of a modification of a livestock waste management facility in the SE/4 9-5-3.

The board examined and confirmed the annual reports of Brantford, Charleston, Clifton, Franklin, Haddam, Hanover, Independence, Linn, Lincoln, Little Blue, Logan, Lowe, Mill Creek, Sheridan, Sherman, Strawberry and Union Townships.

Gene Helms moved and Alison Mueller seconded to appoint Neil Bekemeyer to a term on the Washington County Airport Advisory board. Motion carried.

Don Alldredge, custodian, reported on routine maintenance matters. Permission was given for Don to accompany Debbie Swoboda, Emergency Management Coordinator, to Topeka on Wednesday, February 24 to the Homeland Security Council meeting in Topeka.

Becky Pannbacker, County Director, Washington County Senior Citizens, Inc., presented 2009 audit from

Lohrengel Tax and Accounting and invited the commission to the February 16 board meeting at 1:30 P.M.

The board spoke with Nola Dusin, Register of Deeds, who presented payroll change notice for Sonja Hiltgen as Deputy Register of Deeds effective February 4, 2010. Chairman Helms signed payroll change notice effective February 4, 2010.

Alison Mueller moved to adopt new salary guideline policy to add a part time Deputy designation. Roger Otott seconded and motion carried.

David Willbrant, Public Works Administrator, gave weekly work report and monthly budget report. David presented inventory for Public Works Department. Alison Mueller moved and Roger Otott seconded to sign a contract with Hi Plains Sand for at least 6000 ton at $7.70. Motion carried. The county/township meeting is February 11 at First National Bank.

The board discussed disposition of used county computers and items for a consignment sale.

At noon Lou Kern, County Clerk, issued the oath of office to Nola E. Dusin, Register of Deeds.

The commission and Lou Kern, County Clerk traveled to Topeka for a meeting with other county officials and state representatives in regard to the state exemption that was given to Keystone Pipeline. The board returned to Washington at 7:00 P.M.
