COMMISSION MINUTES, FERUARY 16, 2010
The Board of Washington
County Commissioners met in regular session on Tuesday, February 16, 2010, in
the commission room at the Washington County Courthouse. Present:
Alison Mueller, 1st District Commissioner, Gene Helms, 3rd
District Commissioner, Chairman; Elizabeth Hiltgen, County Attorney and Lou Kern, County Clerk. Absent: Roger Otott, 2nd District
Commissioner.
Chairman Helms called the
meeting to order with prayer.
The next regular meeting
will be Monday, February 22, 2010 at 8:30 AM.
Don
Alldredge, custodian, thanked the board for allowing the fire department to do
a walk through the courthouse. During
the walk through a leak in the steam pipe in the attic was discovered. Don is to contact local heating vendors to
see if they can repair the pipe or use PCI from Topeka. Don was given permission to place one of the
discarded computers in his office for research purposes.
The
board approved and Chairman Helms signed payroll change notice for Nola E.
Dusin as Register of Deeds effective February 1, 2010.
The
board examined and approved annual report for Washington Township.
Lou
Kern, County Clerk, asked about disposition of discarded county computers. One is to go to Don Alldredge, one to the
Washington County Historical Society and the remainder will be placed for sale
by advertising for sealed bids.
The
board met with department heads to discuss revisions to the new personnel
policy. Bidding guidelines were
discussed including limits before seeking bids. The board spoke with Elizabeth Hiltgen, County Attorney, about
drug and alcohol testing and bidding procedures in the afternoon.
Francine
Regan, County Appraiser, announced that Jeanne Walker is retiring on April 1
and asked to advertise to hire a replacement.
No decision was made.
David
Willbrant, Public Works Director, gave weekly work report and discussed
comments received during the county/township meeting. The hearing on the 5 year bridge plan is set for next week at
10:30 A.M. as well as bid opening for mowing and haying at the airport.
Ann
Hawk, County Treasurer, asked about transferring money that she placed in the
multi use equipment reserve fund being transferred back to county general
fund. All monies transferred to the
multi use equipment reserve fund and the multi use capital improvement fund are
under the control of the commission once transferred. Alison Mueller moved to adopt Resolution 02-10 transferring
$3,861.00 from the county treasurer line in multi use equipment reserve fund to
the courthouse/commission line item in the multi use capital improvement
fund. Gene Helms seconded and motion
carried.
Elizabeth
Hiltgen, County Attorney, presented a resolution for one resident judge per
county. Gene Helms moved and Alison
Mueller seconded to adopt Resolution No. 03-10 supporting a resident judge in
each county. Motion carried.
The
board adjourned at 1:30 P.M.
