COMMISSION MINUTES, FEBRUARY 22, 2010

 

The Board of Washington County Commissioners met in the commission room of the Washington County Courthouse on Monday, February 22, 2010.  Present were Alison Mueller, 1st District Commissioner; Roger Otott, 2nd District Commissioner; Gene Helms, Chairman, 3rd District Commissioner; Elizabeth Hiltgen, County Attorney, and Lou Kern, County Clerk.

 

Chairman Helms opened the meeting with prayer.

 

The next regular meeting will be Monday, March 1, 2010 at 8:30 A.M.

 

The board approved bills and payroll totaling $236,939.63.

 

The board approved and signed change order no. 2009-79.

 

The board examined and approved annual report of Greenleaf Township.

 

Ann Hawk, County Treasurer, has presented the delinquent taxes to Elizabeth Hiltgen, County Attorney, in the amount of $112,659.32 so she can begin preparation of a tax sale. Ann presented a statement showing the collection amount for 2008 taxes and the delinquency amount of 2008 taxes.

 

Don Alldredge, custodian, reported on maintenance matters.

 

Lou Kern, County Clerk, reported that she will give a tour of the Courthouse to Cub Scouts on Tuesday, February 23 after 6:30 P.M.  Lou and Elizabeth Hiltgen, County Attorney, will speak with the Careers Class from U.S.D. 108 on March 4.

 

Duane Bruna, Noxious Weed and Solid Waste Director, updated the board on illegal dumpsite cleanup and maintenance matters.  Duane and Larry Leck will travel to Dodge City next week for the annual noxious weed conference.

 

David Willbrant, Public Works Administrator, was present as Chairman Helms opened the floor for the public hearing on the five year bridge plan.  No other appearances were noted.  David submitted his recommendations for addition to the plan.  Possible sites for construction under the bridge grant were discussed.  At 11:00 Chairman Helms opened bids for mowing and haying at the county airport.  Two bids each were received.  After consideration of the bids Alison Mueller moved to award the haying bid to Travis Lehman for $501.00 and the mowing bid to Mike Schuessler for $175.00 per mowing around the hangars and $420.00 for mowing the total area.  Roger Otott seconded and motion carried.  Alison Mueller asked David if reinforced concrete boxes were to be bid for construction this year.  David recommended several sites that might be eligible.

 

The board recessed at 12:05 A.M. and reconvened at 1:00 P.M.

 

The board discussed several matters with Elizabeth Hiltgen, County Attorney.

 

Paul Monty, District Magistrate Judge and Shirley Marrs, District Court Clerk, met with the board.  Judge Monty explained to the board that he will receive some mediation fees from the 17th Judicial District and would like to put those fees aside to assist with future training expenses.  The commission will create a line item in the multiuse equipment reserve fund earmarked “Training expenses for Judge Monty.”

 

Dan Thalmann, Washington County News Editor, asked the board if it would be possible for him to take a picture of all Washington County employees as a part of the 365 days of the Washington County/Washington City 150th anniversary celebration.  The time will be coordinated for a Monday when the weather cooperates.

 

Christy L’Ecuyer, Business Coordinator, gave weekly update.  Census meeting is set for March 9th from 6:00 P.M. to 7:00 P.M. at the Court House for any county, city, or any entity that receives federal grant funding.

 

Debbie Swoboda has scheduled the Weather Watchers and First Responders appreciation dinner for Thursday March 25th at 6:00 p.m. Debbie was granted permission to pay for the meal and door prizes.

Washington County was awarded a $7000 grant for starting and training a CERT Team.  The board signed a grant application for 2010 Emergency Management Performance Grant.  These funds must be a separate line item.  Alison moved and Roger seconded to sign the grant application.  Motion carried.  Don Alldredge’s wages when working as Assistant Emergency Management Coordinator will be paid out of Emergency Management Funds.
