COMMISSION MINUTES, APRIL 19, 2010
The Board of Washington
County Commissioners met in regular session on Monday, April 19, 2010 in the
commission room at the Washington County Courthouse. Present:
Alison Mueller, 1st District Commissioner, Roger Otott, 2nd
District Commissioner; Gene Helms, 3rd District Commissioner,
Chairman, and Lou Kern, County Clerk.
Absent: Elizabeth Hiltgen, County
Attorney, due to trial matters.
Chairman Helms called the
meeting to order with prayer.
The next regular meeting will
be Monday, April 26, 2010 at 8:30 AM.
The
board approved bills and payroll totaling $303,125.13.
Ellen
Anderson, Director, 12th Judicial District Community Services,
presented FY 2011 grant application for Adult Community Corrections that the
board approved and Chairman Helms signed.
The program is suffering severe cuts from state funding and furloughs
may become necessary.
The
commission examined and approved annual report of Barnes Township.
Tom
Parker, Washington County News reporter, asked the board about the results of
the ambulance funding survey. The
commission expressed desire to foster cooperation with the ambulance services
in the county.
Duane
Bruna, Noxious Weed and Solid Waste Director, reported on routine matters. Alison Mueller stated that Pure Energy is
ordering lighting for the veterans’ memorial and that the engraving of the
bricks will begin soon. Duane expects to
be busy as free days at the transfer station are all day Thursday and Friday
and Saturday morning. A meeting of the
solid waste advisory committee is set for May 10 at 3:00 P.M. The Recycling Department has received 504
recycling bins through the ALCOA/Kansas Organization of Recyclers.
David
Willbrant, Public Works Administrator, gave weekly work report. Ten signs were vandalized in the northeast
part of the county. The board approved transfer of earned time from Jeff Uffman to David L’Ecuyer.
Asphalt plans for the 2010 season were discussed. Issues
with the fuel system at the airport were discussed. Availability of rock and gravel was also
discussed. Bid opening for the purchase
of a belly dump trailer is set for next week at 11:00 A.M.
Various
department heads attended the department head meeting at 11:30 A.M. Kent Taylor, Retirement Plan Advisors, and
Trey Springer, ING, spoke with those present regarding the option for employees
to enroll in the 457 plan available to the county.
The
board recessed at noon and reconvened at 1:00 P.M.
Christy
L’Ecuyer, Business Coordinator, reported that a second round of CDBG funding
will be offered. She and the board
discussed various other issues.
Janice
Kearn, R.N., County Health Director, presented
contract for physical therapy services with Crist and
Pieschl that the board approved and Chairman Helms
signed.
The
meeting adjourned at 2:20 P.M.
