COMMISSION MINUTES, MAY 3, 2010

The Board of Washington County Commissioners met in regular session on Monday, May 3, 2010 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1^st District Commissioner, Roger Otott, 2^nd District Commissioner; Gene Helms, 3^rd District Commissioner, Chairman, Elizabeth Hiltgen, County Attorney, and Lou Kern, County Clerk.

Chairman Helms called the meeting to order with prayer.

The next regular meeting will be Monday, May 10, 2010 at 8:30 AM.

The board approved and paid bills and payroll totaling $405,612.76.

Sheila Ouellette, Communications Director, reported that KACOMM has requested to use the Palmer tower for telecommunications for a short period of time. The board approved the usage of the tower.

Ann Hawk, County Treasurer, procured commission signatures on cards for a bank account for County Health to use for Medicare payments and reimbursements.

The board approved and signed official minutes for March 22 through April 26, 2010.

Don Alldredge, custodian, reported on routine maintenance matters.

Gloria Moore, Tourism Director, reported on attendance at the Kansas Sampler Festival in Leavenworth over last weekend and meetings attended. She will host tours on May 11 and June 1 and 8.

Duane Bruna, Noxious Weed and Solid Waste Director, reported on free days at the transfer station. Duane and Justin Hill will travel to Lebanon on May 18 for a demonstration on an alternate cover for landfills.

David Willbrant, Public Works Administrator, gave weekly work report. David purchased a dump truck on PurpleWave.com for $48,400.00 that the board approved. Upon David’s recommendation Alison Mueller moved and Roger Otott seconded to accept the low bid of Classic Trailer Sales, Goddard, for the purchase of a belly dump for $25,625.00. Motion carried. David will attend a preconstruction conference on the Hanover federal aid project in Clay Center today. Purchase of used culverts from Annie’s Excavating was discussed. A utility occupancy agreement with Blue Valley Telecommunications Inc. was signed for various sites in and around Palmer.

Sheriff Bill Dickson thanked David for rock that was hauled to the law enforcement center. Sheriff Dickson reported that six persons were interviewed for the jailer/dispatcher and deputy positions. Sheriff Dickson asked the commission to consider establishing a position for a jail administrator and pay adjustments for deputies. The board approved the purchase of a 2008 Crown Vic from the Kansas Highway Patrol for $13,750.00 to replace a vehicle previously wrecked.

The board recessed at 12:05 P.M. for lunch and reconvened at 1:00 P.M.

Joe Hurla, CEM, Business Development Manager, for 360 Energy Solutions, Lawrence, told the board that his company does energy audits for the State of Kansas energy grants to update facilities to be more efficient. His company charges 30% of the total project and prepares documents from design to grant writing to project completion. The energy grant is a 60/40 grant. The board made no decision.

Elizabeth Hiltgen, County Attorney, presented a contract with Dawn Kramer for performing clerical services for $15.00 per hour plus mileage at 48 cents per mile in regard to the CDBG low to moderate income surveys for the bridge grant application. Alison Mueller moved to sign the contract. Roger Otott seconded and motion carried.

Christy L’Ecuyer, Business Coordinator, reported on various meetings attended and contacts made.
