COMMISSION MINUTES, JUNE 1, 2010
The Board of Washington County Commissioners met in regular session on Tuesday, June 1, 2010 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner, Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Chairman, and Lou Kern, County Clerk.
Chairman Helms called the meeting to order with prayer.
The next regular meeting will be Monday, June 7, 2010 at 8:30 AM.
The board approved and paid bills and payroll totaling $254,265.09.
A letter was received from Linn City Council as to ambulance funding to which the board will reply.
The board approved and Chairman Helms signed transfer of 40 earned time hours from Janice Kearn, R.N. County Health Director to Larry Leck, Spray Operator.
Don Alldredge, custodian, reported on maintenance matters. Boy Scout Troup 86 cleaned and painted the base of the Statute of Liberty on the courthouse lawn. A member of the troop wishes to update the base as an Eagle Scout project.
John Forshee, Director, River Valley Extension District #4, introduced Robin Slattery as the new livestock agent. Robin began work this week and will live in the Clifton area. John presented fiscal conditions and trends for 2010 for Washington County as prepared by the office of local government at K-State.
Duane Bruna, Noxious Weed and Solid Waste Director, reported that the solid waste management plan has been approved by KDHE. Duane will be attending several meetings in Nebraska to discuss a weed management area across the state line. Duane will also be attending a meeting on June 10 at Wilson Lake on weed identification.
Various department heads met with the commission to discuss preparation of the 2011 budgets. The commission asked that budgets remain the same as for 2010 and that they will consider a 25 cent per hour raise for employees.
David Willbrant, Public Works Administrator, gave weekly work report. The board spoke with Robert Peschel, CES Group PA, via telephone. Keystone Pipeline and airport issues were discussed.
The board recessed at noon for lunch and reconvened at 1:00 P.M.
David Willbrant was present when the commission met with Billy Shaffer to discuss monitoring the Keystone Pipeline construction. It was agreed that the scope of work was not what the parties intended. Alison Mueller moved to terminate the contract with Billy Shaffer; to pay him $2080.00 for hours worked; $21.18 for mileage correction; $174.00 for current mileage and to purchase a camera for $400.00. Roger Otott seconded and motion carried.
Robbin Cole, Director, Pawnee Mental Health Services and Anita Bott and Mary Tate, board members, met with the board and presented the 2011 budget request.
Christy L’Ecuyer, Business Coordinator, reported on various grants and contacts made.
