COMMISSION MINUTES, JUNE 14, 2010
The Board of Washington County Commissioners met in regular session on Monday, June 14, 2010 in the commission room at the Washington County Courthouse. Present: Alison Mueller, 1st District Commissioner, Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, Chairman, Brian Carroll, Interim County Attorney and Lou Kern, County Clerk.
Chairman Helms called the meeting to order with prayer.
The next regular meeting will be Monday, June 21, 2010 at 8:30 AM.
The board approved bills and payroll totaling $341,717.12.
The board approved and signed change order nos. 2009-102.
The board approved and Chairman Helms signed payroll change notice for Martha Smith from Corrections Trainee to Corrections Officer I effective June 6, 2010.
Joan Brabec, Twin Valley Developmental Services Inc. Transportation Director, called the board to discuss the transit district meeting between Marshall and Washington Counties last week.
Duane Bruna, Noxious Weed and Solid Waste Director, reported on need at the transfer station for a concrete pad to park the semi trailer on and his meeting last week at Wilson Lake on weed identification. Duane reminded the commission that there is not a contract between the County and Kansas Department of Transportation for control of noxious weeds on state right of way.
Lisa Davies, Director, and Gary May, Environmentalist, Rural Lakes Region LEPP, presented 2011 budget request. Alison Mueller moved to sign a cooperative agreement between County Commission and County Board of Health and Junction City Geary County Health Department for the Development of Coordinated Water Quality Planning and Implementation of County Sanitary Codes. Roger Otott seconded and motion carried. Changes to the Rural Lakes Regional Local Environmental Protection Program Advisory Board by-laws were approved. Gary reported that he had opened 2 new permits in the county last month.
Jada Ackerman, Board of Directors President; Joni Spellmeier, Director, and Lori Huber, Retired Seniors Volunteer Program, asked for inclusion in the 2011 county budget.
David Willbrant, Pubic Works Administrator, gave weekly work report. Roger Otott moved and Alison Mueller seconded to approve fuel quote from Farmway Coop for the purchase of 7,500 gallons of clear low sulphur #2 for $18,217.50. Motion carried. Norfolk Contracting has delivered the trailer that was purchased for $1200.00. The new belly dump is to be delivered this week. The board approved and Chairman Helms signed payroll change notice for Nathan Schuessler as summer employee effective June 14, 2010. David has met with Rob Peschel, CES Group P.A., last week. Alison Mueller moved and Roger Otott seconded to enter into an Independent Contractor Agreement with CES Group P.A. as 3rd Party Inspector for the TransCanada/Keystone Pipeline installation. Motion carried.
Sheriff Bill Dickson reported on the need for a patrol car due to excessive repairs needed on a vehicle. Money has been set aside in the capital outlay line of the Sheriff’s budget. Salary for an UnderSheriff was discussed. Alison Mueller moved to amend the salary guideline policy to show the UnderSheriff shall be paid $35,400.00 as a beginning wage with a $500.00 increase after a six month training period. Roger Otott seconded and motion carried.
The board recessed at 12:35 P.M. for lunch and reconvened at 1:00 P.M.
Quentin Ellis and J. David Brown, HMN Architects Inc. met with the board; Janice Kearn, R.N., County Health Administrator, and Brian Carroll, Interim County Attorney to present preliminary architectural draft of a proposed county health facility. No decision was made.
Christy L’Ecuyer, Business Coordinator, gave weekly report. She asked the commission if they would be willing to support the Farm Bureau Crop Specialties grant for another two years. The board will meet with Twilya L’Ecuyer, Farm Bureau, next week to discuss the grant match.
The board spoke with David Willbrant, Public Works Administrator, in regard to the Hanover federal aid project.
