COMMISSION MINUTES, SEPTEMBER 7, 2010

         

 

The Board of Washington County Commissioners met in regular session on Tuesday, September 7, 2010 in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, and Lou Kern, County Clerk.  Elizabeth Hiltgen, County Attorney, was absent due to illness.

 

Chairman Helms called the meeting to order with prayer.

 

The next regular meeting will be Monday, September 13, 2010 at 8:30 AM.

 

The board approved and paid bills and payroll totaling $218,288.56.

 

Deb Nutsch and Ryan Kern, representing First National Bank of Washington, asked to use the courthouse lawn and restrooms for the September 18 Fall Fest.  The commission approved the request.

 

Dick Powell and Justin Dragastin, Kastl-Powell Insurance Agency, presented checks from EMC Insurance Company for safety group dividends for 2008-2009 for $15,414.42 and 2009-2010 for $27,071.45.

 

David Hotalen, Liberty National Life Insurance Company, presented information on life insurance policies that his company has been offering to Kansas counties.

 

Washington County will host North Central Kansas Juvenile Detention Facility meeting at the courthouse on September 15.

 

Don Alldredge, custodian, reported that he will be gone September 16 and 17 and Lou Kern, County Clerk, will cover routine maintenance matters.  Permission was given for Don to assist Mel Pralle with tree trimming on a Saturday to be designated.  Should anyone want the firewood contact Don.

 

The board approved and signed official minutes from June 21 through August 30, 2010.

 

The board approved and Chairman Helms signed payroll change notices for Ranai Meier, Dispatcher, to full time position; Chris Speakman from Corrections Officer I to Corrections Officer II and Steven Woermanbjork from Dispatcher I to Dispatcher II, all effective September 12.

 

Christy L’Ecuyer, Business Coordinator, spoke of website development offered through Civic Plus.  A seminar for financing projects through USDA will be offered at Concordia City Hall on September 23.

 

The board received a request from Tim Voelker, Linn High School guidance counselor, for financial assistance to purchase supplies that he uses for a alcohol and drug prevention program.  Alison Mueller moved to give Mr. Voelker $50.00 from alcohol and drug fund.  Roger Otott seconded and motion carried.

 

David Willbrant, Public Works Administrator, gave weekly work report and topics discussed on the T-Work webinar.  Roger Otott moved and Alison Mueller seconded to sign a permit agreement for use of public right of way for St. John’s Lutheran Church to replace broken sewer lines.  Motion carried.  Keystone Pipeline issues were discussed.  Commissioner Helms mentioned that Marshall County was able to drop their 2011 budget 14 mills due to the substantial increase in valuation from TransCanada Pipeline.  FEMA requirements were discussed.  Permission was given for David to purchase used beams and CMP from Annie’s Excavating, Clifton.  David would like to demo a Tiger Claw like KDOT has been using to work roadsides.

 

The board recessed at 12:13 P.M. and reconvened at 1:00 P.M.

 

Debbie Swoboda, Emergency Management Coordinator, told the board that National Fire Prevention Week is in October and asked to purchase materials for 714 children in Washington County.  The board approved the purchase for $1500.00 to $1600.00 to purchase the materials.  Debbie reported that FEMA monies have been received by some townships for the December 2009 snow storm.

 

Sheriff Bill Dickson reported on problems with rain leaking between the law enforcement center and jail building.  He is working on requirements from the State Fire Marshal.  The jail is currently housing 33 prisoners.

 

Neal Fister, Lawrence Group Architects, and Mike Dolan, Business Development Director and Mark Heise, Architectural Design, both with Alberici Constructors met with the commission, Everett Lutjemeier, Washington County Hospital Administrator and Christy L’Ecuyer, Business Coordinator, to present drawings and floor plans for the proposed Washington County Hospital. 

Costs and time schedule were also reviewed.
