COMMISSION MINUTES, OCTOBER 4, 2010

         

 

The Board of Washington County Commissioners met in regular session on Monday, October 4,  2010 in the commission room at the Washington County Courthouse.  Present:  Alison Mueller, 1st District Commissioner, Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, and Lou Kern, County Clerk.  Absent: Elizabeth Hiltgen, County Attorney

 

Chairman Helms called the meeting to order with prayer.

 

The next regular meeting will be Monday, October 11, 2010 at 8:30 AM.

 

The board approved bills and payroll totaling $229,021.52.

 

David Willbrant, Public Works Administrator, spoke with the board via telephone.  David gave weekly work report.  David has spoke with Chris Addelman, Husker Steel, for pricing on bridges to be built with the used beams recently purchased.  TransCanada Pipeline settlement figures were discussed.

 

Gloria Moore, Tourism Director, reported on prior and upcoming events.  Gloria will serve as a Director for the Kansas Tourism Association for 2011 and 2012.  Gloria is working on improved signage for the Washington County State Fishing Lake.  David Willbrant has assisted her.  Gloria will attend three conferences from October 8 through 13.  The board spoke with Gloria regarding trash pickup during the U.S. Highway 36 Treasure Hunt next year.

 

Duane Bruna, Noxious Weed and Solid Waste Director, reported that he has spoken with Schwab-Eaton about a plot survey.  Recycling asphalt shingles was discussed.  The board and Duane discussed giving the contractors a break on cost for sorting out the tin and wood.  At 9:50 A.M. Alison Mueller moved to go into executive session with Duane Bruna for 10 minutes to discuss nonelected personnel.  Roger Otott seconded and motion carried.  At 10:00 A.M. the board returned to regular session.  No action was taken.

 

Janice Kearn, R.N., County Health Director, presented grant application for the board to review.  Janice has spoken with Quentin Ellis, Hutton Construction.  County Health Department staff will be at community flu clinics this week.  A Point of Dispensing (POD) exercise is being planned. 

 

Bob Jones Silver Haired Legislator, met with the board.  Bob has sent letters to the legislative committee in charge of the TransCanda pipeline exemption issue.  Bob served on committees that addressed the right of grandparents to be considered for custody of grandchildren and legalization of marijuana.  Bob asked the board for $500.00 to defray expenses of the Silver Haired Legislature that the board approved.  Bob pays his own expense to attend except is reimbursed $80.00 for hotel.  The board thanked Bob for his service.

 

The commission met with department heads regarding allowing Liberty National Life Insurance Company representatives to meet with all employees.  The board asked Lou Kern to type up a yes/no memo sheet to get employee input.

 

Randy Dick, Kaw Valley Insurance, asked the board if his company could procure quotes for the county for health insurance.  No decision was made.

 

The board recessed at 12:05 P.M. and reconvened at 1:00 P.M.

 

Christy L’Ecuyer, Business Coordinator, met with board to discuss business contacts made.

 

The board met with David Cooper, Attorney for EMC Insurance Company.
