COMMISSION MINUTES, NOVEMBER 5, 2010

 

The Board of Washington County Commission met as the Board of County Canvassers on Friday, November 5, 2010 to canvass the November 2, 2010 General Election results.  Present was Gene Helms and Kathy Fritz, Deputy County Clerk.  Roger Otott and Alison Mueller were absent due to previous commitments.  Those present appointed Myrna Skrabal and Karen Scheele to serve on the Board of County Canvassers.  After review of the results and counting the provisional ballots the board certified the official election results.

 

COMMISSION MINUTES, NOVEMBER 8, 2010

         

 

The Board of Washington County Commission met in regular session on Monday, November 8, 2010 in the commission room at the Washington County Courthouse.  Present:   Alison Mueller, 1st District Commissioner; Roger Otott, 2nd District Commissioner; Gene Helms, 3rd District Commissioner, and Elizabeth Hiltgen, County Attorney, and Lou Kern, County Clerk.

 

Chairman Helms called the meeting to order with prayer.

 

County offices will be closed Thursday, November 11th in observation of Veteran’s Day.

County offices will also be closed on Thursday, November 25 and Friday, November 26 for the Thanksgiving holiday.

 

The next regular meeting will be Monday, November 22, 2010 at 8:30 AM.  The board will not meet on Monday, November 15th due to Alison Mueller and Gene Helms attending the Kansas Association of Counties meeting. 

 

Everett Lutjemeier, Washington County Hospital Administrator spoke with the board regarding the Republic County Hospital GO Bond refinancing at 2.7% as reported in the Belleville Telescope.

 

The board broke a four way tie for Logan Township Clerk by drawing names and Ben With was declared the winner.  The two way tie for Kimeo Township Clerk was determined by flipping a coin and Greg Diederich was declared the winner.

 

The board was informed that PVD had denied TransCanada Keystone Pipelines exemption request.

 

The board met with department heads to discuss insurance, pay raises and healthcare reform.

 

Chad Wurtz, Coleman Township Trustee submitted his resignation effective November 3rd 2010.

 

Approval was given to Janice Kearn, Public Health Officer for Clay County to help with home health coverage for Clifton patients due to maternity leave for one of the staff and Washington County will cover the charges.

 

Sharon Pierce, airport board member met with the board.  It was decided that the veteran’s memorial dedication will be June 14, 2011.  The fuel system at the airport was discussed and will be eliminated.

 

Lori Huber reported that the Washington County Community Foundation has been awarded $300,000.00 through the Grow To Grant.  The Foundation has 5 years to match the $300,000.00.

 

Jody Ouellette will assist with EMT training for the next two years and does not plan to renew her license after that time.

 

Gary May, Rural Lakes Region Sanitarian, has issued three permits.  One was for new construction and two were for repair.

 

Bob Chambers, Professional Engineer with Cook, Flatt and Strobel Engineers, presented the Engineering Study and Report for the 308 bridges in Washington County.  The study recommended replacement of 51 bridges at a project cost of $14,190,000.00.  David Willbrant, Public Works Administrator, gave weekly work report and updated on current bridge projects.  David reported on repairs to equipment and other departmental matters.

 

At 3:00 P.M. the board met with Sheriff Bill Dickson; Harold Jones and Jim Jones, Jones Trash Service, and Elizabeth Hiltgen, County Attorney, regarding the purchase of 18 inches of land west of the jail facility.  Mr. Jones agreed to sell the property to Washington County for $1.00 with the right of reversion of the land back to Jones Trash Service should Washington County no longer need the parcel. If a survey is required the county will bear the costs.  Ms. Hiltgen will prepare the necessary papers for signature.
